Brief Background
|
The Graduate Program in Education at the State University of Ceará (PPGE/UECE) was consolidated in 2014 as a complete program, offering Master's and Doctoral courses. The continuous growth and wide visibility achieved by PPGE/UECE over the years generated the need for a dedicated space for the dissemination of studies and research in the field of Education, also strengthening the articulation with other Higher Education institutions and researchers. To this end, in 2015, the PPGE/UECE Collegiate approved the creation of the journal Educação & Formação (Fortaleza), with its regulations duly approved at a collegiate meeting. Its first edition was published in January 2016, inaugurating volume 1, number 1, and establishing a quarterly publication schedule. As of May 2020, Educação & Formação (Fortaleza) adopted bilingual and continuous flow dissemination, publishing original national and international articles in the field of Education. In the same year, with a view to its internationalization, the Journal began to adopt the sequence 1, 2, and 3 in its issues, starting with v. 5, n. 3, of 2020. Since 2022, it has become an annual, continuous flow publication with electronic pagination (elocation id). It has assumed responsibility for publishing any necessary corrections, clarifications, and retractions using the CrossMark tool. In the same year, it also began to accept preprints, encourage reviewers to publish their opinions in order to promote Open Science, and encourage authors to record a short video about the published article for dissemination on the Journal's website and social networks. In 2025, it began to request information on data deposition, adopt abstracts in IMRD format, and more emphatically uphold DEIA principles. |

This journal follows the Open Access model, allowing unrestricted virtual access to all scientific texts published by the journal. Open access is the condition in which the copyright holder of an academic work grants rights of use to third parties through the adoption of an open license (Creative Commons Attribution, CC-BY 4.0 ), allowing immediate free access to the work and authorizing any user to read, download, copy, distribute, print, search, or link to the full texts of articles, track them for indexing, pass them on as data to software, or use them for any other legal purpose, while always ensuring the intellectual property of the author. |

Peer Review Process

Articles received will be initially reviewed by the Editorial Board, which conducts an initial screening to verify compliance with the standards and focus and scope. Texts that comply with the standards and focus of the Educação & Formação (Fortaleza) journal will be forwarded to PhD researchers from different teaching and research institutions, preferably linked to the Graduate Program in Education, ad hoc reviewers, depending on their expertise in the theme/subject of the article being evaluated. The journal uses a double-blind review process, but also conducts open reviews at the request of the authors.
The reviewer, who must be from an institution other than that of the author(s) of the submission, may choose whether or not to perform the evaluation. By agreeing to issue an opinion, the reviewer agrees to have their identity revealed, certifies that there is no conflict of interest, and authorizes the open publication of their opinion. In case of refusal, another reviewer is added to perform the evaluation task. In line with Open Science principles, the name of the section/associate editor who approved the article for publication will be included in the article.
If the text requires modifications, the proposed changes will be sent to the authors, who will decide whether to agree to make them in order to continue the evaluation process or not, according to the suggestions of the ad hoc reviewers, within the deadline set by the editor. In case of disagreement with the mandatory recommendations, the article will be archived. After the recommendations are accepted, the changes made to the text must be highlighted for verification by the editor, who checks whether the requested changes have been made and makes a final decision on whether or not to publish the article.
As publication in Educação & Formação (Fortaleza) is bilingual, the Journal recommends a professional to translate the articles, at the authors' expense. However, authors may choose to use another professional for this service, provided that they have a degree in Languages/English and present a certificate of technical competence issued by SciELO. |
Open Data

The journal Educação & Formação (Fortaleza) adopts SciELO's TOP (Transparency and Openness Promotion) Guidelines as a reference to promote openness, transparency, and reproducibility in scientific research. According to the Guide for promoting openness and transparency (TOP Guide), journals should encourage authors to disclose where their research data are available, inform in a specific section (e.g., “Data Availability”) whether the data sets used are accessible and in which repository, or justify ethical or legal restrictions. To ensure that data is citable and traceable, the Journal requests authors to complete the Open Science Compliance Form and individual author contributions, which has a section on Availability of Research Data and Other Materials following the recommendations of the SciELO Research Data Citation Guide, which establishes the essential elements for referencing data sets (author, institution, date of deposit, repository, persistent identifier, etc.). The journal Educação & Formação (Fortaleza) encourages the publication of research data - interviews, written documents, lesson plans, image sources, etc. Regarding the repository for data deposit, the journal recommends that authors use reliable repositories, preferably those recognized in SciELO's list of recommended repositories (which includes multidisciplinary or area-specific repositories). In cases of ethical or privacy restrictions, authors must justify these restrictions in the "Data Availability" section, clearly stating why access is not public. Fees

The journal Educação & Formação (Fortaleza) does not charge authors any fees for submission, evaluation, or publication. Portuguese language correction, standardization, layout, similarity checking in iThenticate, XML tagging (SciELO standard), and DOI assignment are the responsibility of the journal's technical team, at no cost to authors. However, authors are responsible for the translation of approved articles into the second language (English/Portuguese), which may be carried out by professionals appointed by the journal or by companies with a certificate of technical capacity issued by SciELO. |

Policy against plagiarism and misconduct The editors reject the publication of articles in which research misconduct has occurred, including plagiarism, citation manipulation, falsification/fabrication of data, among others. In cases of unethical behavior and misconduct, Educação & Formação (Fortaleza), through its editors, is committed to taking serious measures to identify, curb, and prevent malicious actions. The journal Educação & Formação (Fortaleza) is strictly committed to ethics in scientific publishing and editorial integrity, in accordance with the Guide to good practices for strengthening ethics in scientific publishing. All submitted manuscripts are carefully evaluated to identify possible misconduct. The editorial team may temporarily suspend the review process until the investigation is complete, ensuring that all decisions are made in an ethical and responsible manner. Regarding the retraction policy, the Journal follows the SciELO guidelines: registration, marking, and publication of Errata, Retractions, and Addenda.
For research ethics criteria, all articles will be submitted to the Similarity Check anti-plagiarism program. The journal Educação & Formação (Fortaleza) uses the CrossMark tool to record all updates, corrections, and retractions, ensuring that readers always access the most up-to-date and reliable version of the content. CrossMark provides detailed metadata, including submission, review, and acceptance dates, funding information, license, peer review, and links to associated research data. Journal policy on authorship and contribution Upon submission, authors are responsible for entering their data in the Journal's OJS system metadata: full name, email, nationality, ORCID, nationality, and mini-CV. It is also strictly necessary to inform the contributions of each author at the time of submission, included in the Form on Compliance with Open Science and on the individual contributions of the authors, which will be included at the end of the article, in case of its approval for publication, as the CRediT specification system is adopted, which considers 14 different roles of authorship or contributions: Project Management, Formal Analysis, Conceptualization, Data Curation, Writing – First Draft, Writing – Revision and Editing, Investigation, Methodology, Obtaining Funding, Resources, Software, Supervision, Validation, and Visualization. The SciELO Guide to Using the CRediT Specification details the application of each contribution. Any researcher may submit an article to Educação & Formação (Fortaleza), but the submission will only be considered for evaluation if at least one of the authors has a PhD in Education. Members of the editorial team and board are not prevented from submitting articles to the Journal; however, in this case, they will not participate in the evaluation process, which will be closed, under the responsibility of another editor, with careful attention to avoid any conflict of interest or interference in the decision to approve or reject the article. It is understood that the team is ethical and highly qualified in the subject matter, which makes it possible for these members to author articles without compromising the ethics of the journal. The journal Educação & Formação (Fortaleza) is committed to ensuring ethics and integrity in all stages of the editorial process, safeguarding those involved. Thus, in cases involving suspected misconduct, the journal will conduct an investigation to ensure high standards of scientific and ethical rigor, with the aim of resolving all doubts in the best possible way. Journal options for post-publication discussions and corrections After completion of the evaluation, the article is sent to iThenticate to check for similarity, and then to a qualified professional affiliated with the journal Educação & Formação (Fortaleza) to correct the Portuguese and standardize it according to ABNT norms, at no cost to the authors. The authors then receive feedback regarding linguistic corrections and standardization for proper validation and forwarding to translation. As publication in Educação & Formação (Fortaleza) is bilingual, the journal recommends a professional to translate the articles. However, the author(s) may choose to use another professional, provided that they have a degree in English/Language Arts and are listed in the SciELO list of companies with technical expertise. The final files are then sent for XML markup. After the final version in both languages has been validated by the authors and published, changes may be necessary. Educação & Formação (Fortaleza) assumes responsibility for publishing corrections, clarifications, retractions, and other necessary clarifications using the CrossMark tool, a multi-publisher initiative by Crossref that provides a standard way for readers to locate the current version of updated content. In accordance with good scientific research practices and SciELO recommendations, the journal Educação & Formação (Fortaleza) requires that all manuscripts involving research with human subjects submit, at the time of submission, a statement of approval issued by a Research Ethics Committee of the responsible institution. This statement must contain the number of the opinion and the name of the committee that evaluated and approved the project, in accordance with current national and international ethical standards, such as Resolution No. 510/2016, of the National Health Council (CNS), in the case of research in the Humanities and Social Sciences in Brazil. It is also recommended to include information on research ethics in the manuscript's methodology, such as the project's approval number from the Research Ethics Committee. In the absence of this documentation, free and informed consent forms, from the custodian or institutional consent, where applicable, are required. The absence of a document proving research ethics may result in the immediate rejection of the manuscript, without referral for peer review. The journal Educação & Formação (Fortaleza) accepts submissions on a rolling basis in Portuguese, English, Spanish, and French. The journal requires authors interested in submitting articles to hold at least a doctoral degree. In the case of collective authorship, at least one of the authors must hold such a degree and work in the field of education. Only original articles resulting from academic research and systematic literature reviews are published. We do not publish essays, interviews, reviews, purely theoretical articles (bibliographic reviews), or experience reports. Review articles must be of the following nature: systematic literature review, state of the art, or state of the issue with rigorous methodological description and well-founded critical analyses that go beyond the mere repetition of information already published. Educação & Formação (Fortaleza) accepts manuscripts published in preprint, provided they are available on reliable and consolidated preprint platforms, for example: SciELO Preprints, Emeri. Articles should preferably be structured in the following sections: Introduction, Methodology (well defined), Results, Discussion, and Final Considerations. Note: Educação & Formação (Fortaleza) does not publish articles by the same author in the same year/issue, so authors may only submit articles one year after their last publication. For authors affiliated with UECE, this interval is longer; they may only submit articles three years after their last publication. Article texts, preprints, or reviews will only be considered for evaluation if they are inserted into the Journal's template, fully complying with the submission rules, accompanied by the Form on compliance with Open Science and Research Ethics and documents related to ethics in human beings (when applicable). |

Articles may have a maximum of three authors, except in justified exceptional cases (international cooperation network projects), with at least one holding a PhD in the field of Education. It is strictly necessary to inform the contributions of each author in the Form on compliance with Open Science and Research Ethics. Manuscript Preparation
|
Articles should be submitted in Word for Windows, version 6.0 or higher; with the extension DOC or DOCX ; in Arial font; size 12; on A4 paper; with 1.5 spacing between lines; top, bottom, and side margins of 2.5 cm. Articles must be a minimum of 15 and a maximum of 22 pages long, except in exceptional cases that are duly justified in advance and accepted by the editorial board. It should be noted that, after layout, the texts may increase in page count. The text should not contain any identification of the author and co-authors if the authors opt for the double-blind review system. This information, as well as institutional affiliation, mini-CV, and email address, will be included in the metadata, which must be completed fully and correctly when the author registers to submit the article. |
Article Submission Format

TITLE The title must be presented in Portuguese, English, and Spanish, centered, in bold, lowercase, and with the first letter capitalized. It must contain a maximum of 15 words, clearly reflecting the content of the article. ABSTRACT The abstract should be between 100 and 150 words and presented in Portuguese, English, and Spanish. It should follow the basic structure: introduction, objectives, methodology, and results. Use Arial font, size 11, with single spacing. Avoid unusual acronyms and quotations. A clear and objective abstract increases the visibility of the article. KEYWORDS Three to five keywords should be indicated, also in Portuguese, English, and Spanish. Keywords should preferably be included in the Brazilian Thesaurus of Education. Keywords are essential for indexing and retrieving the article in databases. Avoid repeating words from the title. IDENTIFICATION OF AUTHORS The authors' names may be suppressed in the case of double-blind peer review or clearly presented if open peer review is chosen. In the case of compound surnames, the use of a hyphen is recommended to avoid confusion in indexing. Metadata (title, abstract, and keywords) must be available in Portuguese and English when the text is in another language (Spanish or French). Illustrations Tables, charts, figures, illustrations, maps, diagrams, and other digital assets present in the documents must be inserted in the body of the text with titles and captions in accordance with ABNT. Figures should be avoided and, when necessary, should be in JPG format, also in a separate document with a resolution of at least 300 DPI, and presented in dimensions that allow them to be enlarged or reduced without compromising legibility. |

Citations, notes, and references must follow the guidelines of the Brazilian Association of Technical Standards (ABNT), presented in accordance with ABNT Technical Standards ─ NBR 10.520, of July 2023. Citations Citations in the text must use the author-date system and follow ABNT standards for this system.
In direct or literal citations, the author's name outside and inside parentheses has only the initial capital letter (Author, date, page). For citations of up to three lines, quotation marks are used, without italics. Citations longer than three lines are 25 indented 4 cm from the left margin, font size smaller than 10p, single spacing, without quotation marks and without italics. A period should be used to end the sentence at the end of the quotation. [...] with technological mediation, the centrality of knowledge shifts from the teacher to a more dialogical and collaborative environment, in which students take on a greater role and autonomy in the learning process. The teacher, in turn, acts as a mediator of interactions and facilitator of discoveries, promoting a greater horizontalization of pedagogical relationships and making the school space more open to listening and student expression (Nascimento and Marques, 2025, p. 7). In indirect citations, if the author's name is included in the text or in parentheses, only the initial capital letter is used with the date in parentheses, without the need to include the page number. E.g.: Fialho (2023) or (Fialho, 2023). Notes Notes should only be used when strictly necessary for clarification and should be placed at the bottom of the pages where they are mentioned. Their texts should be succinct (up to four lines), font size 10, justified alignment, single spacing. They should be presented in Arabic numerals, with unique and consecutive numbering for the entire article. References References must be inserted both during the submission of the article in the Journal's system (metadata fields) and in the template file provided by the Journal. It is recommended to use an updated theoretical framework, with at least 30% of references from the last five years. Standardize according to ABNT NBR 6023:2025. Attention: Do not use dashes (______); instead, repeat the author's name when there is more than one reference by the same author. Use italics instead of bold. Align to the left. The financial sustainability of the journal Educação & Formação (Fortaleza) is ensured by the Graduate Program in Education at the State University of Ceará (PPGE/UECE), aiming at transparency and continuity in its editorial activities, since it is an open access journal that does not charge submission, evaluation, or publication fees. Its maintenance is guaranteed through the annual transfer of part of the Graduate Support Program (PROAP) of PPGE/UECE and funding from calls for proposals to promote scientific publishing, especially from the National Council for Scientific and Technological Development (CNPq).
