A Brief History
|
The journal Revista Brasileira de Estudos Pedagógicos (RBEP), founded in 1944 by the National Institute for Educational Studies and Research – Anísio Teixeira (or Instituto Nacional de Estudos e Pesquisas Educacionais, Inep), is a continuous publication available exclusively in electronic format. Until 2023, it was a quarterly publication and distributed in print. RBEP is one of the most established scientific journals in the field of education in Brazil. Throughout more than eight decades of publication, the journal has cemented itself as a leading platform for the dissemination of empirical and theoretical research, case studies, and reviews that contribute to the development and advancement of knowledge.

Open Access
|
This journal follows the Open Access model, providing unrestricted online access (including no financial constraints) to all scientific studies published by the journal. Open access is a condition under which the copyright holder of an academic work grants usage rights to third parties through an open license (Creative Commons Attribution, CC BY), allowing immediate free access and authorizing any user to read, download, copy, distribute, print, search, or link to the entire text of the studies, track them for indexing, feed them as data into software, or use them for any other lawful purpose. |
Open Science Compliance
|
The journal follows the Diamond Open Access model. The RBEP manuscript submission form, which includes questions regarding Open Science compliance, must be presented by authors at the time of submission. |
Publication Ethics
|
RBEP is committed to preventing misconduct, such as plagiarism or potential ethical violations. The regulations governing Social and Human Sciences Research must be followed if methodological procedures involve identifiable information or sourcing data directly from participants, as specified in the Brazilian legal provision Resolução CNS, nº 510, from April 07, 2016. If the study deals with data obtained from participants or identifiable information and the text has not been previously submitted to the CEP/CONEP system, the text must specify which subsection of Article 1 applies in order to justify the exemption from submission to the aforementioned system. RBEP adheres to sound scientific practices in compliance with the guidelines of the Committee on Publication Ethics (COPE). |
Focus and Scope

RBEP publishes studies that are original or previously made available as preprints on the SciELO server (preprints.scielo.org), resulting from research that delivers consistency, rigor and originality in its approaches and contributes to the development of knowledge in the field of education. This journal does not accept manuscripts that have been submitted simultaneously to other publications and that do not comply with ethical research principles. The readership consists of professors, researchers, and undergraduate and graduate students, as well as educational professionals and administrators. It is committed to progressively aligning itself with the modus operandi of Open Science. RBEP is composed of the following sections: Studies, Case Reports, and Reviews. |

Besides the institutional backup maintained by Inep itself, RBEP is made available through the FCC, Educ@, and SciELO indexing services, with its digital preservation ensured via the LOCKSS system through integration with the Rede Cariniana/IBICT. |

The Journal accepts submissions of unpublished manuscripts, as well as manuscripts previously deposited as preprints on the SciELO server (preprints.scielo.org). The acceptance of preprints deposited on other servers will be subject to review by the journal’s editors. Studies submitted as preprints are published in the journal as original works, and the review process will not follow the double-blind procedure, since the authorship will be disclosed. |
Peer review process
|
Pre-evaluation All studies are pre-evaluated by the Editorial Board in accordance with the Author Guidelines. RBEP uses a double-blind peer review system in which the authors’ identities are not disclosed to the reviewers, and vice versa. For studies submitted from preprint servers, the journal employs a single-blind peer review system, in which the authors’ identities are visible to the reviewers, but the reviewers’ identities are not disclosed to the authors. Peer review (1 st round) Unpublished manuscripts are peer-reviewed by two anonymous ad hoc specialists with reputable expertise in the relevant fields, who will be chosen from a regionally and institutionally diverse pool. Submissions are sent without any authorship. Once a study has been accepted for review by the publication, it may not be submitted simultaneously to a preprint server. Preprint manuscripts are peer-reviewed by two anonymous ad hoc specialists whose competency regarding the themes is recognized and which are, regionally and institutionally, diverse. These manuscripts will be forwarded with disclosed authorship (simple-blind peer review). In the first round of the merit-based evaluation of the texts, the following criteria will be considered:
Opinions issued by peer-reviewers fall under three categories:
If the manuscript receives reviews recommending against its publication, the submission will be rejected at this stage of the process, and the authors will be notified. If the author(s) and reviewer(s) express a clear interest, the editorial board may disclose their identities and foster dialogue between the parties, in an effort to improve the quality of the study. Scientific Editorial Team Approval (2nd round) Members of the Scientific Editorial Team are renowned specialists, prominent in different lines of research in the field of education from different institutions in Brazil, chosen from a regionally diverse pool. Original manuscripts chosen in the first round of evaluation retain their unidentified authorship or, in the case of preprints, should be identified, and will be sent to the Scientific Editorial Team, which will decide whether the publication of a manuscript is pertinent according to the Author Guidelines. At this round, the opinion may ask for mandatory corrections in the original manuscript, which will be verified at a later round of evaluation. Compliance with the conditions in the “Manuscript submission guidelines” will also be subject to an evaluation by the Scientific Editorial Team. During this round, authors will be notified, via email, of the Board’s decision (approval, mandatory corrections, or rejection). Reviewers and editors should not disclose information on manuscripts being processed or make use of any information, data, arguments, or analyses, unless permitted by the authors. All published manuscripts list the name(s) of the editor(s) responsible for their review. If reviewers suspect scientific misconduct, they should communicate it to the Executive Editorial Team. Inep’s Editorial Board, comprised of Brazilian and foreigner researchers, whose scientific work give support to the field of education, may be asked for their opinion whenever the editors deem fit. |
Open data
|
RBEP encourages authors to adopt the principles of open science, which foster transparency, broader collaboration, the reproducibility of results, the more efficient use of resources, and, consequently, the democratization and advancement of science. These principles include, among other aspects, sharing the questionnaires and data used in the study, as well as the scripts applied in data processing and analysis. Sharing these materials, however, is not mandatory, unless access to the data is essential for the review process, the continuation of the editorial process may be contingent upon the data being made available in a repository. Prior to submitting their work to this Journal, authors may deposit their data free of charge in the following repositories: Figshare, Zenodo, and Open Science Framework. The procedures for anonymous deposits in these repositories are described at this link. RBEP promotes that the data underlying the manuscript adhere as closely as possible to the principles and practices of FAIR (Findability, Accessibility, Interoperability, and Reuse of digital assets), in order to facilitate its discovery, access, interoperability, and reuse by both humans and machines (more details on FAIR HERE). Adherence to ethical principles must underpin both the production and the dissemination of research data. Besides suppressing the author’s identity, the underlying data must also be anonymized in order to protect research participants or safeguard the confidentiality of sensitive information, as appropriate to each case. The editorial team’s data curation is limited to verifying metadata, ensuring the availability of documentation, and confirming the absence of any information that could reveal authorship, except in the case of preprints. |
Charging Fees

The Revista Brasileira de Estudos Pedagógicos does not charge fees for downloading individual studies or complete issues, nor for the submission, processing, or publication of studies. |
Ethics and Misconduct Policy, Errata, and Retractions
|
RBEP subscribes to good publication practices in compliance with the guidelines of the Committee on Publication Ethics (COPE), going to lengths to discourage misconduct, such as plagiarism or any potential ethical violations. |
Ethical guidelines
|
Originality: the submission of an original study entails:
(a) that the study has not been previously published (excepting as an abstract, preprint or as part of a lecture or academic dissertation/thesis/paper, provided that properly referenced in the study); The lack of reference to another author’s ideas, concepts, analyses, images and texts (or extracts of texts) is strictly forbidden. Plagiarism verification: to confirm originality, the study will be going through the software Turnitin Ithenticate. Redundant publication (self-plagiarism): the journal does not republish the same work by an author under a new title, nor does it publish texts that draw significantly on the author’s previous publications. Excerpts of texts already published by the same author in other journals under ISSN or in books under ISBN should be properly referenced and must not exceed 30% of the total of the original study submitted to RBEP. If plagiarism or self-plagiarism exceeding 30% is detected, the submission may be rejected, and the author will be barred from submitting new manuscripts to the Journal for a 24-month period. The author must observe general rules for Social and Human Sciences Research if methodological procedures involve identifiable information or sourcing data directly from participants, as specified in the Brazilian legal provision Resolução CNS, nº 510, from April 07, 2016. If the study pertains to data obtained from participants or identifiable information and it has not been previously submitted to the CEP/CONEP system, the text must specify which subsection of Article 1 applies to it in order to justify the exemption from submission to that system. Investigating misconduct: all allegations of misconduct will initially be examined by the Executive Editorial Board, which will forward a technical report to the Scientific Editorial Team and/or the Editorial Board for consideration. Retraction policy: if verified that an author, willfully or through negligence, engaged in misconduct, RBEP may enact the following measures:

Conflict of Interest Policy
|
Authors, reviewers, and editors must disclose and document any conflicts of interest on the submission platform throughout the manuscript submission and review process. |
Adopting similarity verification software
|
To verify its originality, the text will be submitted to the Turnitin Ithenticate plagiarism detection software. All texts that meet the formal criteria are checked using Ithenticate during the pre-evaluation stage. Additional checks may be conducted as needed during the production stage, after the evaluation stage has been completed. |
Implementing software employing Artificial Intelligence features
|
RBEP does not recognize Artificial Intelligence (AI) as the author of manuscripts. Any acceptable use of AI during the manuscript creation and drafting processes must be explicitly described by the authors in the text itself. Authors must take responsibility for the content of the publication and ensure transparency regarding the use of AI tools. Acceptable uses of AI include support for writing, proofreading, translation, organizing ideas, summarizing texts, formatting, preliminary data analysis, and generating images, tables, and code. The misuse of AI for data falsification and/or fabrication will be treated as an ethical violation. The editorial board may use artificial intelligence tools that safeguard data privacy and confidentiality (such as Microsoft Copilot Studio) to support text refinement and editorial workflow procedures and tasks. |
Sex and Gender
|
The RBEP editorial team recommends that the guidelines on Sex and Gender Equity in Research (SAGER) be followed. SAGER comprises a set of guidelines that provide guidance on reporting information on sex and gender in study design, data analysis, and the presentation and interpretation of findings. |
Ethics Committee

Authors must provide protocol numbers or ethical approval letters from the CEP/CONEP system when the methodological procedures involve the use of data obtained directly from participants or identifiable information, or when the study does not qualify for exemption from submission to that system, as defined in the Brazilian legal provision Resolução CNS, nº 510, from April 7, 2016. |

Authors of studies published by RBEP retain the copyright to their works, licensing them under the Creative Commons Attribution BY 4.0 license, which allows studies to be reused and integrally or partially distributed without restriction, provided that the original publication and the link to the CC BY 4.0 license are cited, and that any changes to the text are indicated, in accordance with the terms of that license. The authors grant the journal the right of first publication under the same license. |

Since 2016, RBEP has been using the Creative Commons Attribution BY 4.0 license. The accuracy of the information, concepts, and opinions expressed in the submitted manuscripts is the sole responsibility of the authors and does not necessarily reflect the opinion of the Journal’s editorial team. RBEP accepts submissions of original manuscripts and texts previously deposited as preprints on the SciELO’s server (preprints.scielo.org). The acceptance of preprints deposited on other servers will be subject to review by the journal’s editors. In case of preprint, this information must be disclosed in the section: “Comments for the editor”. Manuscripts must be submitted exclusively through the Open Journal Systems (OJS), which require prior registration to access. At the time of the submission, authors’ identification information must be entered directly on the appropriate fields of the OJS platform (metadata), including: full name, institutional affiliation, ORCID, e-mail, last degree and institution by which it was obtained. RBEP encourages authors to adopt the principles of open science, which foster transparency, broader collaboration, the reproducibility of results, the more efficient use of resources, and, consequently, the democratization and advancement of science. Types of manuscripts RBEP publishes
(a) empirical research should specify research procedures, criteria for selecting subjects and for sampling, methods for collecting, constructing and analyzing data, and the approval of a Board of Ethics, when relevant.

Author Contributions

Each research paper or experience report must have no more than four authors. Each review must have no more than two authors. At least one of the authors must hold a doctoral degree. Those who substantially contributed in all of the following stages of the workload will be counted as authors at RBEP:
(a) conception and design of the study, the obtainment or analysis of data, and the interpretation of data. |
Manuscript elaboration
|
General manuscript submission guidelines Language: manuscripts should be written in Portuguese, Spanish, or English. Manuscripts in Spanish or English should undergo proper linguistic review before submission. Authorship Each research paper or experience report must have no more than four authors. Each review must have no more than two authors. At least one of the authors must hold a doctoral degree. Those who substantially contributed in all of the following stages of the workload will be counted as authors at RBEP:
(a) conception and design of the study, the obtainment, interpretation or analysis of data. Other contributors (interns, research assistants, etc.) will be acknowledged through an additional document attached to the submission. In this declaration, each individual contribution should be detailed. This information will be published, at the end of the study, under the subhead “Contributions”. Any authorship identification must be removed from the text, as well as the name of any research groups and institutions. It is recommended the use of the format “XXX” in lieu of any reference, including bibliographic ones, as well as protocol numbers and ethical opinions that could disclose authorship. In the case of preprints, when all information must be already specified in the original, such a rule is not applicable. Authorship must be removed from all submitted files. For example, the option “Properties” and “Information” in Microsoft Word, thus ensuring the manuscript’s anonymity. Such requirement does not apply to preprints. All authors must be registered at the journal’s system at the time of the submission. Under no circumstance may any names be added or withdrawn after the beginning of the evaluation process. Authors whose submission have been approved must wait a 24-month period from the manuscript approval to make a new submission. Otherwise, the submission will be canceled. To maintain the quality of this journal, RBEP retains the right to alter manuscripts, with attention to authors’ style and opinions. Format: manuscripts should be in Microsoft Word format (.docx), Open Office (.odt) or RTF, with lining space set to 1.5, and ranging between 40,000 and 70,000 characters, including spaces (for all three languages, the length of the manuscript should include title, abstract, keywords and references). Manuscripts should be prepared according to the template available on the journal’s website. Font: Manuscripts should be in Times New Roman, 12-point font for body text, 10-point font for indented citations, and 8-point font for footnotes. Illustrations: images should be readable, may be colored, and its resolution should be no less than 300 dpi as well as presented with title and sources that clarify the meaning of the collected data. Charts, tables and graphs (preferably in Excel format) may also be colored and should be prepared in accordance with the guidelines of tabular presentation of the Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e Estatística, IBGE). Title: the title of the study must be specific, descriptive, and concise (up to 200 characters including spaces). It must be written in a way that represents the content of the study and submitted with accompanying English and Spanish translations. Abstracts: all manuscripts must have informative abstracts in Portuguese, English, and Spanish, with up to 1.500 characters including spaces. Abstracts should provide qualitative and quantitative information and essential data, such as:
(a) Description – an indication of the type of work (whether original research, essay, review, case study, among other options) and the nature of the issue at hand. Keywords: Authors must include between three and five keywords in the study. All keywords should represent the research content and be chosen, if possible, from a controlled vocabulary – such as Thesaurus Brasileiro de Educação – and be translated to both English and Spanish. Citations: citations should be prepared in conformance to the Brazilian Technical Standards Association (Associação Brasileira de Normas Técnicas, ABNT NBR 10.520/2002). Quotations, with up to three lines, should be placed between quotation marks, inside the paragraph, followed by the parenthesized author’s name, as well as year and page number of the publication. Quotations with more than three lines should be indented, without quotation marks and in 10-point round font. A full bibliographic reference to all citations must be included in a single list at the end of the submission. Authors are solely responsible for the accuracy and suitability of citations and references to texts they consulted and mentioned in their submitted manuscripts. The unreferenced use of direct or indirect quotations may constitute plagiarism. Notes: footnotes should be avoided. They should be used, if necessary, just to offer additional information; to refer to information in and out of the text; to introduce a supporting citation; or to provide the translation of a text. Bibliographic sources should be indicated in the text. Bibliographic references: bibliographic references should be cited in a single list at the end of the study, ordered alphabetically by the author’s last name, presenting all components and prepared in accordance with ABNT’s guidelines (ABNT NBR 6023/2002). When dealing with online-published material, authors should state the electronic address and the date of access; if the material is found in some form of electronic-media format (DVD, CD-ROM), this information should be stated after the data identification as well. When handling material examined through preprint this information must be specified in the list of references. The number of references in preprint format must conform to, up to 10%, the total number of studies referenced. All of the URLs mentioned in the text (e.g., http://www.ibict.br) should be active. Abbreviations: abbreviations should be preceded by the name written in full in their first occurrence. Highlights: bold should be used only for headings and subheadings; italics should be used only to highlight foreign words and concepts. Reviews should be prepared according to the same rules applied for other genres; they must, however, range between 10,000 and 15,000 characters, including spaces. Failing to follow the general guidelines for the preparation of texts or submitting a work that is not consistent with the scope and focus of this journal, will result in the shelving of the manuscript. Acknowledgements Federal or private entities supporting the research, whether financially or not, must be objectively mentioned. Authors are responsible for acknowledging people and entities. This information must be disclosed in an attachment at the moment of submission, and should the study be approved, this information will be published in the proper section of the text. |
