Launched in 1996 by the Center for Public Administration and Government Studies (CEAPG), Cadernos Gestão Pública e Cidadania (CGPC) has steadily gained recognition in the academic fields of management and public policy. The journal has sought dialogue with leading networks in the area as well as with countries engaged in South-South cooperation. Timeline Highlights:
Mission CGPC’s mission: to encourage the production and dissemination of relevant theoretical and practical knowledge in administration, public policy, and related areas of knowledge. CGPC’s vision: to be a journal with an outstanding contribution to the advancement of studies involving the Brazilian public sector, providing relevant content to prepare social actors committed to the development of management and public policies. Main objectives of CGPC: 1) to disseminate excellent scholarly works on management and public policies; and 2) to contribute to the advancement of theorization about the Brazilian public sector as a leading actor or in partnership with other sectors. Open Access

This journal adheres to the Open Access model, allowing unrestricted online access to all scientific articles published. Open access refers to the condition in which the copyright holder of an academic work grants rights to third parties through an open license (Creative Commons Attribution, CC-BY). This allows immediate and free access to the work and authorizes any user to read, download, copy, distribute, print, search, or link to the full text of articles; crawl them for indexing; process them as data with software; or use them for any other lawful purpose. |

Cadernos Gestão Pública e Cidadania (CGPC) is a journal of the Fundação Getulio Vargas’ São Paulo School of Business Administration (FGV EAESP), published by the FGV EAESP Research & Publications journals division. CGPC is committed to practicing and disseminating ethical conduct, in accordance with the standards established by the FGV’s Ethics and Compliance Department and by national and international institutions that regulate and guide ethical and integrity standards in scientific journals, such as: Committee on Publication Ethics Code of Conduct (COPE), Singapore Statement on Research Integrity, Academy of Management (AOM) Code of Ethics; SciELO Guia de boas práticas para o fortalecimento da ética na publicação científica, Boas Práticas da Publicação Científica: um manual para autores, revisores, editores e integrantes de Corpos Editoriais da ANPAD, Código de Boas Práticas Científicas da FAPESP, Ética e Integridade na Prática Científica do CNPq. Furthermore, in order to preserve authors’ rights, articles submitted to CGPC undergo a similarity check using an internationally recognized platform (iThenticate) prior to desk review. The Editor-in-Chief ensures that only original works are forwarded to the review process. When the publication of errata is necessary, CGPC follows the SciELO Guide for the Publication of Erratum. Therefore, to participate in any capacity in the scientific certification and publication process of CGPC, as authors, reviewers, members of the editorial committee, scientific editorial board, editors, or editorial staff, it is essential to fully adhere to the principles of the codes of ethics and conduct outlined above and detailed in CGPC Ethics and Conduct, and to serve as a benchmark for conduct and ethical integrity. Focus and Scope

Cadernos Gestão Pública e Cidadania (CGPC) is a scientific journal publishing scholarly works in two areas of knowledge: public administration and public policies, encompassing interrelated areas such as environmental science, health, tourism, social service, and others in which public administration and public policies are transversal. CGPC offers a platform with a plural methodological orientation open to qualitative, quantitative, and multi-method studies. It privileges studies presenting innovative methods with scientific rigor and relevance that offer clear contributions to the advancement of knowledge. Submitted studies should involve state and parastatal organizations, as well as the various actors of the public sphere, including public-private sector partnerships, civil society organizations, philanthropic initiatives, social organizations, government agencies, and local production arrangements. The journal also welcomes intra-organizational studies offering analysis at the individual, group, or organizational levels. Studies should refrain from merely replicating administration analytical models in the context of the public sphere. It is essential to contextualize, translate, and interpret the results based on the characteristics of the Brazilian public sphere. CGPC publishes theoretical development articles, empirical studies, literature reviews, position papers, and essays, and technological articles. |
Digital Preservation
|
CGPC follows the standards defined in the SciELO Program Digital Preservation Policy. Additionally, CGPC uses the LOCKSS system, developed by Stanford University, to build an archive shared among participating libraries. The system enables these libraries to maintain permanent archives of the journal for preservation and restoration. CGPC is also part of the Rede de Serviços de Preservação Digital Cariniana do IBICT (IBICT Cariniana Digital Preservation Services Network), which offers preservation for any journal in the Open Journal System [OJS] in Brazil. Submissions
|
Manuscripts can be submitted to CGPC in Portuguese, English, or Spanish. Accepted articles are published in Portuguese, with a copy in English or Spanish. Articles submitted for publication in CGPC must be original and must not be under consideration by another journal. The journal is open to publishing articles based on studies developed for theses and presented at scientific conferences. To submit a paper, please this link. |
Preprints
|
The CGPC accepts articles published in preprint repositories (e.g., SciELO Preprints, Fighshare, Zenodo, arXiv, PeerJ Preprints, SOC ARXIV), encouraging authors to anticipate the release of previous versions of their work. At the time of submission, authors must complete the Open Science Compliance Form, providing the name of the preprint server and the DOI where the work was deposited. Articles submitted as preprints do not harm the originality of the article. Still, authors must ensure that the research is original and contributes to the field of study, and that it has not been submitted for evaluation in another journal. |
Peer Review Process
|
The reviewing process begins once the editorial staff receives the submitted article. Immediately, the manuscript is evaluated for format adequacy. If approved, it proceeds to similarity tracking (iThenticate) and then forwarded to the editor-in-chief for desk review. This process results in rejection or continuation of the peer review process, composed of three steps:

Open Data
|
CGPC recommends that authors deposit data and all research materials in data repositories, for example:
CGPC recommends SciELO Data, Zenodo, Figshare, and OSFData should be shared in data repositories at the time of submission. Authors should complete the Open Science Compliance Form, providing the URLs and DOI of the repositories where the materials were deposited, ensuring transparency and traceability of the data used in the study. Datasets must be cited in the manuscript, and a reference must be included in the reference list, as per the Guidelines for research data citation. Ethics and Misconduct, Errata, and Retraction Policy
|
Instances of misconduct will be handled in accordance with the policies of the Committee on Publication Ethics (COPE). CGPC adheres to the policies established by the SciELO Guidelines on Best Practices for Strengthening Ethics in Scientific Publication and the Committee on Publication Ethics (COPE)/Flowcharts for the various situations of violation of best practices in scientific production and publication, as described in detail in the two documents cited above. Fees
|
Authors do not pay an article processing charge (APC) or any other fees to publish in CGPC. CGPC is published in open access under the Diamond status, in which all production, publication, and distribution costs are subsidized by the publishing institution, with no costs passed on to readers or authors. |
Conflict of Interest Policy
|
CGPC authors, reviewers, and editors must declare any conflicts of interest when participating in the manuscript submission or review process. (See Ethics and Conduct and Guidelines for Author). A conflict of interest is understood to be any personal, intellectual, commercial, political, academic, or financial matter. Conflicts of interest may occur when authors, reviewers, or editors have interests that could influence the preparation or review of manuscripts. Adoption of Similarity Checking Software
|
Similarity tracking with iThenticate software occurs early in the manuscript review process, right after format checking. After passing the compliance screening, the article is sent to the editor-in-chief for a desk review, which starts the peer review process. This leads to either rejection or further review. The similarity report is thoroughly analyzed regardless of the indicated similarity index, as this indicator is always important, even though there is no set maximum or minimum index. For example, if the similarity index is high (e.g., 30%) because the article originated from a paper presented at a conference by the author, this will not prevent the article from moving to the next stage of peer review. However, if the similarity index is high (e.g., 5%) but reflects reproduction of another work without proper source acknowledgment, the article is returned to the author for clarification or correction. Each report is considered a unique case and is treated with diligence and individual attention. If similarity is suspected, the author is always consulted before the editor-in-chief makes a decision. Based on their response to the situation, justification, or correction, the article may proceed through the peer review process or be rejected. |
Adoption of Software and Use of Artificial Intelligence Resources
|
Regarding the use of artificial intelligence (AI), at the time of submission, authors must declare in a separate file whether or not they have used AI during the writing of the manuscript (original and revised versions), in the production of images or graphic elements of the article, or in the collection and analysis of data. If so, authors must specify which type(s) of AI tool(s) were used. For the use of basic tools for spelling and grammar checks, references, and similar purposes, it is not necessary to declare the use of AI resources. Considering that only humans can be authors and must publicly assume responsibility for their work, AI tools cannot be included as authors of any article submitted to and published by CGPC. |

CGPC asserts its commitment to the promotion and dissemination of knowledge as a common good, with equity and justice, involving the principles of Diversity, Equity, Inclusion, and Accessibility (DEIA) and in this way promotes inclusive governance with diverse and minority audiences. When the article involves procedures involving human subjects or sensitive data related to the LGPD+ community, authors are required to include a statement of approval from the ethics committee of the responsible institution that approved the research. |

Tables and figures Tables and Figures follow the format described in the Publication Manual of the American Psychological Association (APA) (7th edition) and must be inserted throughout the text. These elements must be submitted in editable format and if it is colored it has been transformed into gray or black tones. They must not be sent in separate files. Tables must contain numerical data and/or textual information. They display a number in bold, title, and information between rows and columns. Figures are any non-textual representation, such as graphs, maps, and photographs. They must have a number in bold and a title. Please note:
Equations and Hypotheses
These elements must be standardized following the APA style (7th edition).
