Resumo A noção de defesa alimentar surgiu nos EUA após os ataques terroristas de 11 de setembro de 2001, refletindo a ideia de que o setor alimentício constitui uma infraestrutura crítica para a segurança nacional e que o sistema alimentar deve ser defendido contra atos intencionais, motivados por razões políticas ou ideológicas, que possam causar danos em larga escala à saúde pública ou à economia. Este estudo baseia-se em fontes documentais primárias sobre defesa alimentar, incluindo diretrizes governamentais, leis, normas e regulamentos emitidos principalmente nos EUA, bem como em fontes bibliográficas secundárias relacionadas ao tema, e utiliza insights da teoria da securitização para mostrar que discursos, normas, diretrizes e práticas de defesa alimentar se conectam a um processo de construção social de ameaças e riscos, vinculado aos quadros de bioterrorismo e biodefesa, submetendo o setor alimentício a um processo de securitização. Com base nesta análise, buscamos contribuir, em primeiro lugar, aprofundando a problematização da defesa alimentar, adicionando ao debate uma dimensão política e de segurança. Sem essa discussão, argumentamos que não é possível compreender, de forma rigorosa e precisa, o núcleo definidor da defesa alimentar e suas especificidades dentro da constelação conceitual da proteção alimentar. Em segundo lugar, ao recorrer ao caso da defesa alimentar, esperamos contribuir empiricamente para ilustrar uma versão ampliada da securitização, chamando a atenção para a importância de uma visão mais eclética e integrada sobre os aspectos discursivos e não discursivos e as diferentes lógicas que operam na construção social da segurança.

Abstract The notion of food defence emerged in the USA following the terrorist attacks of 11 September 2001, reflecting the idea that the food sector constitutes a critical infrastructure for national security and that the food system must be defended against intentional acts, motivated by political or ideological reasons, that could cause large-scale damage to public health or the economy. This study draws on primary documentary sources on food defence, including government guidelines, laws, norms and regulations issued mainly in the USA, as well as secondary bibliographic sources related to the topic, and draws on insights from securitisation theory in order to show that food defence discourses, norms, guidelines and practices connect to a process of social construction of threats and risks, linked to the frameworks of bioterrorism and biodefence, subjecting the food sector to a process of securitisation. Based on this analysis, we aim to contribute, firstly, by deepening the problematisation of food defence, adding to the debate a political and security dimension. Without this discussion, we argue it is not possible to understand, rigorously and accurately, food defence’s defining core and its specificities within the conceptual constellation of food protection. Secondly, by resorting to the food defence case, we hope to contribute empirically to illustrate an expanded version of securitisation, drawing attention to the importance of a more eclectic and integrated look at the discursive and non-discursive aspects and the different logics that operate in the social construction of security.

Paradiplomacy, Its Actors and Trends: State of the Art and Additional Contributions Kuestra, Rodrigo Quaresma, Cristiano Capellani Conti, Diego De Melo

Resumo O cenário pandêmico atual trouxe relevância às atividades paradiplomáticas exercidas pelos entes subnacionais, na medida em que desafiou os modelos tradicionais das Relações Internacionais, impulsionando os atores descentralizados a buscarem soluções para os seus problemas por meio de acordos externos. Apesar da sua importância, a produção cientifica sobre o tema encontra-se dispersa. Neste sentido, buscou-se analisar o estado da arte da atual produção científica sobre paradiplomacia, bem como se tal produção se caracteriza por uma tendência de stop and go, tal como se verifica na lógica empírica das atividades internacionais dos entes subnacionais. Para tanto, realizou-se análises bibliométricas e revisão sistemática de literatura com base em 75 trabalhos científicos dispostos na Web of Science (WOS), Scopus e Scientific Electronic Library (Scielo). Os principais resultados, portanto, apontaram para a tendência de stop and go da produção científica sobre a paradiplomacia, que por sua vez, fora impulsionada pela conjuntura imposta pela pandemia de COVID-19 (2021), pela ascensão dos estudos advindos de atividades paradiplomáticas realizadas pelos entes subnacionais chineses (2021 e 2020), canadenses (2019) e, sobretudo, latino-americanos (2018). Por fim, como contribuição à literatura sobre o tema, verifica-se a utilização de uma metodologia pouco utilizada para examinar a atuação dos entes subnacionais nas Relações Internacionais, o que confere, portanto, uma maneira alternativa para se interpretar os resultados e apresentar novos insights sobre o tema.

Abstract The current pandemic scenario has brought relevance to the paradiplomatic activities carried out by subnational entities, insofar as it has challenged the traditional models of International Relations, pushing decentralized actors to seek solutions to their problems through external agreements. Despite its importance, scientific production on the subject of paradiplomacy is scattered. In this sense, we sought to analyse the state of the art of current scientific production on paradiplomacy, as well as whether this production is characterized by a stop-and-go trend, as seen in the empirical logic of the international activities of sub-national entities. To this end, bibliometric analysis and a systematic literature review were carried out based on 75 scientific papers available on the Web of Science (WOS), Scopus and the Scientific Electronic Library (Scielo). The main results, therefore, pointed to a stop-and-go trend in scientific production on paradiplomacy, which in turn was driven by the situation imposed by the COVID-19 pandemic (2021), and the rise of studies on paradiplomatic activities carried out by Chinese (2021 and 2020), Canadian (2019) and, above all, Latin American (2018) subnational entities. Finally, as a contribution to the literature on the subject, the use of a little-used methodology to examine the role of subnational entities in International Relations is verified, which therefore provides an alternative way to interpret the results and present new insights on the subject.

Institutional Structures of Latin American Countries for Accession and Participation in the OECD Tasquetto, Lucas da Silva Fernandes, Magali Favaretto Prieto Azevedo, Milena da Fonseca

Resumo O artigo apresenta as estruturas institucionais implementadas por México, Chile, Colômbia e Costa Rica para o processo de acessão à Organização para a Cooperação e Desenvolvimento (OCDE). O estudo considera os contextos políticos e econômicos nos quais se deram a acessão de cada país, identificando as instituições e atores fundamentais ao processo, as principais reformas domésticas necessárias, e as especificidades de cada país, como inovações institucionais e adaptações procedimentais. Em cada um deles, foi possível verificar estruturas e ajustes institucionais únicos, com um protagonismo mais ou menos acentuado de determinados indivíduos e órgãos governamentais, a depender das configurações constitucionais, legais e político-administrativas. Sustentamos que, apesar das particularidades de cada processo, do ponto de vista institucional, decisões relativas à acessão e de coordenação giram em torno da Presidência e entidades correspondentes ao Ministério da Fazenda e ao Ministério de Relações Exteriores, com variações no grau de preponderância desses órgãos, sua liderança e papel de coordenação. O enquadramento do ingresso à OCDE como um tema de natureza majoritariamente técnico tende a justificar a centralidade dos Ministérios da Fazenda e de órgãos ligados à Presidência nos processos e, com isso, uma abordagem mais liberal e próxima à organização. Assim, a acessão à OCDE em geral complementa e/ou legitima processos de abertura comercial e de reformas estruturais, estimulando a consolidação de determinados agrupamentos dentro das instituições nacionais.

Abstract This article delineates the institutional structures established by Mexico, Chile, Colombia, and Costa Rica to facilitate their accession to the Organization for Economic Cooperation and Development (OECD). The analysis delves into the political and economic contexts surrounding each country’s accession process, identifying key institutions and stakeholders domestic reforms required, and particular initiatives from each country, including institutional innovations and adapted procedures. Notably, each country exhibits unique institutional frameworks and adjustments, with varying prominence given to individuals and governmental entities based on constitutional, legal, and political-administrative configurations. We argue that, despite the uniqueness of each process, from an institutional standpoint, decisions concerning accession and the management of the process predominantly revolve around the Presidency and entities corresponding to the Ministry of Finance and the Ministry of Foreign Affairs, with variations in the preponderance of these bodies, and their leadership and coordination roles. Framing entry into the OECD primarily as a technical matter tends to justify the central role of the Ministries of Finance and affiliated bodies within the Presidency, aligned with the OECD’s liberal approach. Moreover, accession to the OECD often complements and/or legitimizes processes of trade openness and structural reforms, spurring consolidation of factions within domestic institutions.

Resumo O presente trabalho tem como objetivo analisar a abordagem das capacidades, nos termos estabelecidos por Amartya Sen e Martha Nussbaum, e suas consequências para o estudo da pobreza. As premissas teóricas articuladas por esses autores não apenas revelam a complexidade desse fenômeno multidimensional, mas também orientam os contornos do que deve ser considerado essencial para uma vida digna. Dessa forma, a abordagem das capacidades se apresenta como base para uma compreensão global da justiça. No entanto, tal afirmação generalizante invariavelmente ignora nuances e particularidades que não são devidamente valorizadas a priori. Nesse sentido, é necessário revelar aspectos estruturais negligenciados, que são decisivos para a perpetuação da pobreza e das desigualdades nos locais onde são mais marcantes. Para isso, perspectivas periféricas serão destacadas como uma ferramenta importante na identificação dos limites da abordagem das capacidades como base para uma concepção de justiça global.

Abstract The present work aims to analyse the capability approach, in the terms established by Amartya Sen and Martha Nussbaum, and its consequences in studying poverty. The theoretical assumptions articulated by these authors not only show the complexity of that multidimensional phenomenon but guide the contours of what should be considered essential for a dignified life. Thus, the capability approach presents itself as the basis of a global understanding of justice. However, such a generalising claim invariably ignores nuances and particularities not properly valued a priori. In this sense, it is necessary to reveal neglected structural aspects that are decisive for the perpetuation of poverty and inequalities in those places where they are more forceful. To this end, peripheral perspectives will be highlighted as an important tool in identifying the limits of the capability approach as the basis of a conception of global justice.

Bolsonaro’s Foreign Policy in Laerte Coutinho’s Cartoons Neves Júnior, Edson José Zanella, Cristine Koehler

Resumo Este artigo analisa a política externa do ex-presidente Jair Bolsonaro a partir de charges da cartunista Laerte Coutinho, publicadas no jornal Folha de São Paulo, no contexto dos discursos brasileiros de abertura do Debate Anual da Assembleia Geral da ONU, entre os anos de 2019 e 2021. O trabalho se vincula epistemologicamente à virada estética nas Relações Internacionais e emprega os métodos da análise iconográfica (e as ferramentas dos significados particulares e do contexto situacional de cada charge) e da interpretação iconológica (com aplicação de conceitos da área para explicar elementos da política externa que se revelam a partir da sensibilidade das obras selecionadas). Como resultado, identificamos que as charges revelam e comunicam adequadamente a forma de agir do ex-presidente Bolsonaro na condução da política externa brasileira. Trata-se de uma perspectiva epistemológica e metodológica alternativa para compreender os assuntos internacionais.

Abstract This article examines former President Jair Bolsonaro’s foreign policy through Laerte Coutinho’s cartoons, published in the Folha de São Paulo newspaper, contextualised within Brazilian opening speeches at the UN General Assembly’s Annual Debate from 2019 to 2021. The work is epistemologically tied to the aesthetic turn in International Relations, broadly in line with a post-structuralist approach and uses iconographic analysis (including the tools of particular meanings and each cartoon’s situational context) and iconological interpretation methods (applying area concepts to explain foreign policy elements revealed through the sensitivity of the chosen works). Consequently, we identified that the cartoons effectively convey former President Bolsonaro’s approach to Brazilian foreign policy (BFP). It is an alternative epistemological and methodological approach to understanding international affairs.

Resumo Como os acadêmicos brasileiros de RI adaptam as explicações causais em suas pesquisas? A busca por causas se tornou fundamental para o esforço científico nas ciências sociais e, nos últimos anos, o léxico da causalidade passou a ser examinado, com muitos acadêmicos revisando as abordagens padrão humeanas e da lei de cobertura da causa. Longe de serem consensuais, os debates filosóficos e metateóricos atuais em RI revelam um quadro bastante caleidoscópico da causalidade. No entanto, os acadêmicos brasileiros de RI parecem não estar familiarizados com o que significa apresentar alegações causais. Neste artigo, tenho um objetivo duplo: avançar o discurso causal ensaiando debates metateóricos recentes sobre causalidade; e examinar as maneiras pelas quais os acadêmicos brasileiros de RI no subcampo da análise da política externa brasileira adaptam as explicações causais. Para alcançar o último objetivo, realizo uma cartografia dos artigos publicados em cinco revistas brasileiras de primeira linha na disciplina - Brazilian Political Science Review, Dados, Contexto Internacional, Revista Brasileira de Ciências Sociais e Revista Brasileira de Política Internacional - de 2018 a 2022. Concluo que a pesquisa da ABPF está fundamentada principalmente em entendimentos não humeanos de causalidade, mas os pesquisadores brasileiros podem se beneficiar de uma maior conscientização sobre os vários significados da explicação causal.

Abstract How do Brazilian IR scholars tailor causal explanations in their research? Searching for causes has become paramount to the scientific endeavour in the social sciences, and in recent years the lexicon of causality has come under scrutiny, with many scholars revising the standard Humean and covering law approaches to cause. Far from being consensual, current philosophical and meta-theoretical debates in IR reveal a rather kaleidoscopical picture of causation. However, Brazilian IR scholars seem to remain unfamiliar about what it means to advance causal claims. In this paper, I have a twofold goal: to advance the causal talk by rehearsing recent meta-theoretical debates on causality; and to examine the ways Brazilian IR scholars in the subfield of Brazilian foreign policy analysis (BFPA) tailor causal explanations. To achieve the latter, I perform a cartography of the articles published in five Brazilian top-tier journals in the discipline – Brazilian Political Science Review, Dados, Contexto Internacional, Revista Brasileira de Ciências Sociais and Revista Brasileira de Política Internacional – from 2018 through 2022. I conclude that BFPA research is founded primarily in non-Humean understandings of causality, but Brazilian scholars might benefit from further awareness on the various meanings of causal explanation.

'Brazil is a Christian and Conservative Country with Family as its Foundation’: The Role of Defender of the Faith in Bolsonaro’s Foreign Policy Salomón, Mónica Zimmer, Luis Gustavo de Araújo

Resumo Os analistas de política externa têm usado a teoria dos papéis (role theory) há décadas. Vários estudos recentes recorreram a ela para descrever e explicar a política externa brasileira. Ao complementar os esforços atuais que buscam explicar a reestruturação da identidade internacional do Brasil empreendida pelo governo Bolsonaro, este artigo se concentra em um papel relativamente negligenciado pela literatura, ou seja, aquele que Holsti chamou de ‘defensor da fé’. No caso da política externa de Bolsonaro, a fé a ser defendida é a dos valores da ‘civilização judaico-cristã’ em sua interpretação mais conservadora. Depois de identificar o papel em declarações de representantes oficiais da política externa brasileira, examinamos tanto suas fontes internas primárias (os atores políticos identificados com agendas religiosas-conservadoras no Congresso Nacional) quanto suas fontes externas (o ‘conservadorismo transnacional’ de governos próximos ao de Bolsonaro), para então ilustrar sua atuação por meio de dois conjuntos de iniciativas que representam mudanças drásticas nas posições diplomáticas brasileiras: o apoio a Israel na votação das resoluções da ONU sobre o conflito israelo-palestino e a mudança de posições progressistas para conservadoras nas discussões sobre direitos de gênero em espaços multilaterais.

Abstract Foreign policy analysts have used role theory for decades. Several recent studies have resorted to it to describe and explain Brazilian foreign policy. By complementing current efforts that seek to account for the restructuring of Brazil’s international identity undertaken by the Bolsonaro government, this article focuses on a role relatively neglected by literature, i.e., the one Holsti called ‘defender of the faith.’ In the case of Bolsonaro’s foreign policy, the faith to be defended is that of ‘Judeo-Christian civilisation’ values in its most conservative interpretation. After identifying this role in statements by official representatives of Brazilian foreign policy, we examine both its primary internal sources (the political actors identified with religious-conservative agendas in the National Congress) and its external sources (the ‘conservative transnational’ of governments close to Bolsonaro’s), to then illustrate its performance through two sets of initiatives representing drastic changes in Brazilian diplomatic positions: the support to Israel in the voting of UN’s resolutions on the Israeli-Palestinian conflict and the shift from progressive to conservative positions in discussions on gender rights in multilateral venues.

Hidden on the Stage: Racism and Brazilian Foreign Policy in the FESMAN ’66 Pires, João Montenegro

Resumo O Ministério das Relações Exteriores organizou a participação brasileira no Festival Mundial de Artes Negras em 1966 para demonstrar a excepcionalidade das relações raciais no Brasil, expressa pelo rótulo de democracia racial. A importância atribuída à reafirmação da excepcionalidade estava relacionada a uma seletividade estratégica do Estado que visava privilegiar a contínua reconstituição do racismo, intrinsecamente necessária à reprodução do capital em geral e, em particular, na formação social brasileira. A democracia racial representou uma referência discursiva que permitiu ao Estado organizar simultaneamente o bloco de poder e desorganizar a oposição das classes dominadas. A fantasia racial brasileira, levada à FESMAN, encobriu a desigualdade material, tornou difícil a identificação dos afro-brasileiros como grupo e dificultou a formação de laços transnacionais com o pan-africanismo. O presente artigo pretende enriquecer a reflexão teórica sobre as razões e as formas pelas quais o racismo afeta o conteúdo da política externa brasileira.

Abstract in English:

Abstract The Brazilian Ministry of Foreign Affairs organized the country’s contributions in the World Festival of Black Arts (FESMAN, Festival Mundial das Artes Negras) in Senegal in 1966 so as to demonstrate the exceptionality of racial relations in Brazil, expressed under the label of ‘racial democracy.’ The importance attributed to reaffirming Brazilian exceptionality was related to a strategic selectivity of the State aimed at privileging the continuous reconstitution of racism, intrinsically necessary to the reproduction of capital in general and, in particular, in the Brazilian social formation. The case illustrates how racial democracy represented a discursive reference that allowed the State to simultaneously organize the power block and disorganize the opposition from the dominated classes. The Brazilian racial fantasy taken to FESMAN covered up material inequality, made it challenging to identify Afro-Brazilians as a group, and hindered the formation of transnational ties with Pan-Africanism. The current article intends to enrich theoretical reflection on the reasons and ways racism affects the content of Brazilian foreign policy.

The Crises and Agony of International Development Cooperation: Consequences for Brazilian Foreign Policy Rodrigues, Pietro Carlos de Souza Oliveira e Silva, Patrícia Andrade de

Resumo No início deste século, a Cooperação Internacional para o Desenvolvimento (CID) passou a ocupar uma posição central no status internacional do Brasil. Transformações políticas e sociais criaram condições para que o Brasil começasse a atuar como ator relevante em projetos internacionais, especialmente em nações em desenvolvimento, por meio da Cooperação Sul-Sul (CSS). No entanto, uma sucessão de crises após 2011 e a emergência de ideias contrárias à cooperação durante o governo Bolsonaro (2019-2022) alteraram as condições que sustentavam a CID como parte da política externa brasileira. Neste artigo, identificaremos as condições políticas e econômicas que garantiram (1) a estruturação e (2) o crescimento da cooperação brasileira até 2011, e argumentaremos que a perda dessas condições resultou no (3) declínio da IDC, levando à (4) sua agonia a partir de 2019. Por fim, avaliaremos diversas consequências da crise da cooperação a partir de uma avaliação da política externa brasileira na agenda global de saúde e de sua relação comercial com nações africanas

Abstract At the beginning of this century, International Development Cooperation (IDC) began to occupy a central position in Brazil’s international status. Political and social transformations created conditions for Brazil to begin acting as a relevant protagonist in international projects, especially in developing nations, through South-South Cooperation (SSC). However, a succession of crises after 2011 and the emergence of ideas opposed to cooperation during the Bolsonaro administration (2019-2022) altered the conditions that sustained IDC as part of Brazilian foreign policy. In this article, we will identify the political and economic conditions that ensured (1) the structuring and (2) the growth of Brazilian cooperation up until 2011, and we will argue that the loss of these conditions resulted in IDC’s (3) decline, leading to (4) its agony beginning in 2019. Finally, we will evaluate several consequences of the cooperation crisis based on an evaluation of Brazilian foreign policy in the global health agenda, and its commercial relationship with African nations.

The Consolidation of Liberal Democracy in Brazil: Encountering Global, Regional, and Local Representations Secches, Daniela Vieira Barros, Marinana Andrade e Fernandes, Frederico Freire

Resumo A sociedade internacional globalmente expandida estabeleceu um padrão de Estado como critério central para sua adesão. O fim da Guerra Fria testemunhou uma democracia liberal ascendente, embora contestada, como um regime preferido e imaginado globalmente como tal. Nesse contexto, os processos de redemocratização vivenciados na América Latina em meio a profundas reorientações sistêmicas internacionais implicaram a renegociação de imaginários sociais regionais e locais, como, por exemplo, no caso brasileiro. Neste artigo, procuramos discutir a adaptação seletiva e criativa do Brasil no espaço de sobreposições entre os imaginários sociais globais, regionais e locais sobre o regime de governo desde a década de 1990. Por meio de uma abordagem teórico-empírica baseada na discussão sobre a construção de entendimentos compartilhados entre espaços sociais internacionais e domésticos, optamos por uma fundamentação teórica pragmática com o apoio da Escola Inglesa de Relações Internacionais, da filosofia crítica e da sociologia de Bourdieu para estudar o caso brasileiro. Com foco no governo Fernando Henrique Cardoso, propõe-se a análise qualitativa de documentos do período que problematizam a inserção externa do país a partir da interação com o imaginário social global e regional sobre a democracia liberal, com o apoio de uma revisão bibliográfica fundamentada em fontes secundárias especializadas.

Abstract The globally expanded international society established a standard of statehood as central criteria for its membership. The end of the Cold War witnessed an ascendant, albeit contested, liberal democracy as a preferred regime in global imaginaries. Within this context, the re-democratization processes experienced in Latin America amid profound international systemic reorientations implied the renegotiation of regional and local social imaginaries, as, for example, in the Brazilian case. In this article, we seek to discuss Brazil’s selective and creative adaptation in the space of overlaps between global, regional, and local social imaginaries about the government regime since the 1990s. Through a theoretical-empirical approach based on the discussion about the construction of shared understandings between international and domestic social spaces, we opted for a pragmatic theoretical foundation with the support of the English School of International Relations, critical philosophy, and the sociology of Bourdieu to study the Brazilian case. By focusing on the Fernando Henrique Cardoso government, it is proposed to qualitatively analyse documents from the period that problematize the country’s external insertion based on the interaction with the global and the regional social imaginaries about liberal democracy, with the support of a bibliographical review grounded on specialized secondary sources.

Shapiro is an Emeritus Professor at the University of Hawaii at Manoa, and one of the most regarded critical voices in Political Theory, International Relations (IR), and many other fields. Indeed, Mike Shapiro’s transdisciplinary work has been for decades challenging (disciplinary) boundaries and broadening our understanding of a variety of topics, from methodology to culture and war. A world-renowned, and indisciplinary critical thinker, Mike has profoundly marked Critical Thought, including critical IR theory, with his Language and Political Understanding (1981), International/Intertextual Relations ((co-edited with James Der Derian) 1989), Challenging Boundaries ((co-edited with Hayward R. Alker) 1996), Violent Cartographies (1997), Moral Spaces ((co-edited with David Campbell) 1999), Methods and Nations (2004), just to mention (only) a few of his groundbreaking books and edited volumes. Mike has collaborated with and taught at the Institute of International Relations (IRI), PUC-Rio, Rio de Janeiro, numerous times in the last two decades, offering courses at IRI’s Postgraduate Program and teaching (almost) annually at the International Political Sociology (IPS) Winter School since 2015. Considered one of the leading figures of the ‘aesthetic turn’ in Critical Thinking, including critical IR theory, he has published Cinematic Political Thought (1999), Cinematic Geopolitics (2009), Studies in Trans-Disciplinary Method: After the aesthetic turn (2013), and The Political Sublime (2018), among other publications on ‘the politics of aesthetics’ and ‘philopoesis’. Shapiro’s work highlights how engaging with art (both as objects of analysis and as instructive forms of thinking) can encourage creative and disruptive thinking in politics. He argues that Science-fiction, in particular, with its estrangement and ‘discognition’, not only opens up worlds of thinking, but allows us to ‘think with worlds’ – we could not imagine a more fitting and eventful (re)opening to this special issue and the contributions within. In this interview, conducted by e-mail in June/July of 2024, Prof. Shapiro shared some of his thoughts on aesthetics, politics, and science fiction.

A Utopian Dystopia: Freedom versus Security in the Sci-Fi Novel Genesis Rodrigues, Thiago Toso de Alcântara, Bruna Ranoya, Guilherme

Resumo Gênesis (2006) é um romance do escritor neozelandês Bernard Beckett. Sua trama se passa no final do século XXI, em uma sala de exames onde Anaximander apresenta as conclusões de sua tese à Academia. O tema de Anaximander é a vida de Adam Forde, um jovem da casta superior da República, que foi condenado a compartilhar seus dias com Art, um protótipo de androide de IA. Após um período de convivência, ambos se rebelaram contra a República. O que o leitor encontra no exame de Anax são as consequências políticas e filosóficas dessa insurreição. Genesis mostra a clássica tensão entre liberdade e segurança presente nas principais obras de ficção científica do século XX. A partir de uma perspectiva marxista, este artigo tem como objetivo apresentar Gênesis como um romance que ecoa dois dos principais temas da literatura de ficção científica - a tensão entre “segurança” e “liberdade” e o problema da consciência humana/artificial - mas em um contexto de preocupações com a segurança liberal pós-Guerra Fria, habitada por novos conjuntos de medos, como mudança climática global, pandemias, guerras e preocupações éticas sobre IA.

Abstract in English:

Abstract Genesis (2006) is a novel by the New Zealander writer Bernard Beckett. Its plot is placed in the end of the 21st century in an examination room where Anaximander presents the findings of her thesis to The Academy. Anaximander’s topic is the life of Adam Forde, a young man from the upper caste of The Republic, who was sentenced to share his days with Art, an AI android prototype. After a period of coexistence, both rebelled against the Republic. What the reader finds in Anax’s examination is the political and philosophical consequences of that insurrection. Genesis displays the classic tension between freedom versus security present in major works of the 20th century science fiction. From a Marxist perspective, this article aims at presenting Genesis as a novel that echoes two of the main subjects of sci-fi literature – the tension between ‘security’ and ‘freedom’ and the problem of human/artificial conscience – but in a context of post-Cold War Liberal security concerns inhabited with new sets of fears such as global climate change, pandemics, warfare, and the ethical concerns on AI.
