The Revista de Direito da Cidade is a publication linked to the Electronic Publications Portal of the University of the State of Rio de Janeiro - UERJ, where are published all volumes and issue numbers of the Journal. It also adopts the principles contained in the Code of Ethics of the Committee on Publication Ethics (COPE) and of the National Council for Scientific and Technological Development.

We indicate, according to the Open Science statement, that archives containing research data (codes, methods and other materials used and resulted from the researches) should be available in the manuscript itself or in online open repository, as, for example, Zenodo, Figshare and OSF, and the link must be available in the work. In order to maximize the accessibility and the reuse of dataset, the authors should choose archive formats from which the data can be efficiently extracted (for example, spreadsheets rather than PDF for tables and tabulated data).

The Revista de Direito da Cidade, therefore, supports and practices Open Science principles, giving more transparency and reliability to published articles.

The RDC accepts preprints articles from national and international data bases well known academically, as SciELO preprints. It is not mandatory a preprint article submission. Accordingly, authors are invited to deposit previously the submitted articles for evaluation in servers of trustable preprints (we indicate SciELO Preprints). In this case, authors should get in touch by e-mail with the editors of the Journal before the article submission.

Furthermore, we encourage authors, always when possible, to deposit the used data in the elaboration of their articles (raw data, codes, methods, models, algorithms, etc.) in trustable public repositories or available it to publication as Additional Material. Dataset deposited in repositories that use DOI code can also be listed in the reference section. Archives available as Additional Material will be available in the article page.

Responsibility

The published articles are entirely responsibility of the authors and do not represent the Revista de Direito da Cidade opinion.

The Revista de Direito da Cidade accepts for analysis unpublished articles on City Law, among which urban property, urban and territorial history, land history, possession, urban and regional planning in Brazil, housing and local policies, segregation and socio-spatial mobility, criminality, economic impacts of large urban projects and cultural and sport mega-events, urban violence, land regularization, City Statute, access to justice, urban policies, socio-environmental conflicts, environmental risks, urban law, metropolization, intra-metropolitan dynamics, environmental taxation, participative management of programs and projects, Environmental Law, municipal master plans, social regulation, public housing, social participation, etc. and other disciplines that have City Law as their object of study, written by researchers linked to higher education institutions with a Doctor's degree (Master's degree only in co-authorship with a Doctor), considering the variety of theoretical-methodological approaches to the field. (Articles with an English version have priority in the evaluation and publication).

As part of the submission process, authors are obligated to verify the accordance of the submission with all the items listed below. The submissions that are not in accordance with the rules will be returned to the authors.

• The contribution is original and unpublished (covered content has never been published in Journals, Conference Proceedings, etc.) and is not being evaluated by another journal for publication;
• The authors declare that the text employs properly citation rules, avoiding what could be considered academic plagiarism. In addition, authors are aware that plagiarism constitutes crime against intellectual property (Lei 10.695, de 01 de Julho de 2003);
• All the authors of the text are included in the metadata of the submission, with the respective information of professional performance and academic degree (full information is essential to evaluation), including the ORCID ID number;
• The author’s name has been removed in the “Document Properties”, option in the “File” menu of MS Word;
• The files for submission are in Microsoft Word format;
• All hyperlinks in the text (E.g.: https://www.gov.br/capes/pt-br) are active;
• The text fulfils the formatting requirements of the Journal according to the Instructions to the authors, located in the section \“About”\ and the conditions for submissions of articles;
• The figures are inserted in the text with the minimum resolution of 300 dpi and in JPG file;
• The authors agree to the Open Access Policy of the Journal;

All authors are aware and agree to the conditions of submission and Guidelines to the Authors of the Journal.

Authors must register at the end of the articles the contribution of each one of the authors, using two minimum authorship criteria: a) actively participate in the discussions of the results; b) review and final approval of the work.

Articles with up to 3 (three) authors in which it is not specifically individualized expressively this contribution, it will be considered that all authors have participated in the discussions of the results, reviewed and approved the final work.

Articles with more than 3 (three) authors that do not express specifically the individual contribution of each author will not be approved by the Revista de Direito da Cidade.

The Revista de Direito da Cidade recommends the CRediT Taxonomy.

Since it is available in a public access journal, the articles are licensed under an Attribution Creative Commons BY license, which allows unrestricted use, distribution and reproduction in any medium, as long as the original work is properly cited.

The total reproduction of articles from this Journal in other publications, or for any other use, is allowed to all, in order to distribute, remix, adapt and create from the work here published, even for commercial purposes, as long as it is given the due credit for the original creation to the author and credit to Revista de Direito da Cidade for the first publication of the work.

Authors are equally aware that the articles to be published in the Journal will undergo a peer review (see Peer Review Policy).

The Revista de Direito da Cidade publishes peer-reviewed articles and essays, and the dataset produced is open, openly accessible for reuse. The data article published in our Journal is always a searchable metadata document that describes a particular dataset or a group of datasets, published in the form of a peer-reviewed article in this academic journal.

The originals presented to the Revista de Direito da Cidade must follow the model below:

1.1. Text

1.1.1. Will be accepted for analysis articles in Portuguese, Spanish, Italian, French and English. The works are susceptible of revision.

1.1.2. Works must be typed in the text processor Word for Windows, version 2000 or higher, on Calibri font, size 11 pt, with spacing before and after 6pt and 1.5 spacing between lines. The citations must be in size 10,5 pt and indent of 4 cm.

1.1.3. The work must be adjusted to A4 Paper Size with top margin of 3cm, bottom and right of 2 cm and left margin of 2,5 cm.

1.1.4. The statement quotes must be made by the numerical system, in the author-date format (ex: CARVALHO, 2015), observing the rules of presentation established by ABNT NBR 10520. For long quotations, it should be noted the distinct font (Calibri, size 10,5), indent of 4 cm to the left and, between the text and the quote, it is used 1 spacing of 1,5 cm.

1.1.5. Articles must, concerning its size, count at least 20 (twenty) and a maximum of 45 (forty-five) pages;

1.1.6. Articles must contain: title, abstract (up to 200 words), 05 (five) keywords, introduction, body of work with free development, conclusion, notes (optional) and references. The title, abstract and keywords are required to be made in the submission language and in English.

1.1.7. The abstract of the article must provide to the readers a clear and fairly idea of all relevant aspects of the work.

The abstract of the article must contain objective, methods, results and final considerations.
The objective is a brief description of what is and for what the study was conducted, to what it aims.
The method is the description of how the study was conducted, especially its most important characteristics (e.g.: quantitative study, qualitative study or multimethod study; description of the study participants, instruments, etc.) and procedures for data collection and analysis.
The results consist in the description of the main findings of the study, specifically those that respond to the objective of the study.
The final considerations consist in the description of the main contributions of the study and indicative for future studies.

1.1.8. In the case of a literature review, it must define and clarify a specific issue, summarize previous studies and inform readers the state that a particular area of research is. In addition, literature review should seek to identify relations, contradictions, gaps and inconsistencies in the literature and give suggestions to solve the problems identified.

1.1.9. In the case of a brief review, it must necessarily be critical, that is, be a text that, besides summarizing the object, makes an assessment of it, a criticism, pointing out the positive and negative aspects. It is, therefore, an information and opinion text.

1.1.10. Manuscripts must be submitted exclusively via Internet, through the following address: http://www.e-publicacoes.uerj.br/index.php/rdc/index . Along with the original article, the author must attach biographical information, not exceeding 100 words, containing, obligatorily, title, institutional affiliation, positions held. It also must be informed the address, phone, fax and e-mail.

2. Illustrations

2.1. Figures, drawings, graphics must be made electronically, sent in separate files with the indication of the program used for its preparation.

2.2. Tables can be made in Excel 8.0, Page Maker or Word for Windows itself.

2.3. The author must indicate the preferred insertion position of illustrations in the text.

3. Formulas and Equations

3.1. The author must clearly indicate how the composition of symbols and equations should be.

4. Notes and References

4.1. The notes will be numbered consecutively in Arabic numerals and will be presented at the end of the article, before the references;

4.2. References, according to NBR 6023 of ABNT, which stablishes the rules for bibliographical references, must come listed at the end of the text, with single line spacing, left aligned, in alphabetical order of the author’s last name, according to the examples below:

Articles submitted to Revista de Direito da Cidade undergo an anonymous peer review process, carried out by two referees invited by the executive committee (double blind review). After the evaluation, the articles return to authors for acknowledgement and possible corrections. The editorial committee is composed of PhD professors members of national and foreign universities, and meets to evaluate the set of accepted articles and finalize the selection.

The Journal is peer-reviewed. Each reviewer of the journal is invited to review according to their expertise in the subject of the article or essay. In this process, it will be indicated the section editor’s name or associated that has approved the published article, according to the following described process.

Peer Review Evaluation Process:

• Peer blind evaluation:
• Every submission that attends to the submission norms of the Journal and to the Code of Conduct and Good Practices will be initially analysed by the Chief Editor, who will evaluate possible authorship issues (as plagiarism, republication, approval by the Ethics Committee in research with human beings etc.). Cases of possible misconduct will be analysed according to the COPE flowchart.
• The Chief Editor will assign the submission to a section editor, so that he or she conducts the evaluation process.
• The section editor will forward the submission to two evaluators. These evaluators will not have access to the authors name, neither will they know each other’s name.
• The referees will answer a questionnaire with questions related to the suitability for the journal’s scope, topicality, quality, format and ethics, and their answers will be considered by the editor at the editorial decision.
• In case there are two positive referee reports, the submission will be accepted for publication and sent to the author for potential corrections solicitated by the evaluators.  
• In case there are two negative referee reports, the submission will be rejected for publication and sent message to the author with the evaluators’ assessments.
• In case there is a positive and a negative referee report, the submission will be forwarded to a third evaluator. In case there is a new positive referee report, the submission will be accepted; if there is a new negative referee report, the submission will not be accepted.
• Every author of the submission will receive the referees reports emitted by the evaluators, whether in case of approval for publication, or in case of disapproval. Such communication can occur between one and two months from the submission date.
• The publication of the article occurs, on average, six months after submission.

Appeal from editorial decision:

• In case the author of the disapproved submission considers that one or two negative referee reports present issues, he can request, through written justification to the Chief Editor, that this requests to the evaluators the justification of the alleged flaws in their referees within 15 days.
• In case the Chief Editor does not receive any justification for the request, the negative referee reports will be eliminated, and the submission will be forwarded to new evaluators.

All articles review processing is free of charge. There are no costs for processing articles and all evaluated and approved ones are published free of charge.

Ethical Conditions for Publication of Works
Considering the need to adapt to the guidelines on Ethics and Integrity in Scientific Practice, prepared according to the Report of the Research Integrity Commission of the National Council for Scientific and Technological Development (CNPq), the Revista de Direito da Cidade, focusing on quality and integrity of its work, obeys the following principles:

1: The author must always give credit to all sources that directly support his work.
2: Every citation in verbis of another author must be enclosed in quotation marks.
3: When summarizing someone else's text, the author must seek to reproduce the exact same meaning of the ideas or facts presented by the original author, who must be cited.
4: When in doubt as to whether a concept or fact is common knowledge, appropriate citations should not be neglected.
5: When submitting a manuscript for publication containing information, conclusions or data that has already been significantly disseminated (e.g.: presented at a conference, posted on the internet), the author must clearly indicate to editors and readers the existence of prior disclosure of the information.
6: If the results of a single complex study can be presented as a cohesive whole, it is not considered ethical if it is fragmented into individual manuscripts.
7: To avoid any characterization of self-plagiarism, the use of texts and previous works by the author himself must be indicated, with the appropriate references and citations (for more information, see the section Plagiarism and Editorial Misconduct, below).
8: The author must ensure that each citation is correct and that each citation in the bibliography corresponds to a citation in the manuscript text. The author must also give credit to the authors who first reported the observation or idea being presented.
9: When describing the work of others, the author should not rely on secondary abstracts of that work, what can lead to a faulty description of the cited work. Whenever possible, consult the original literature.
10: If an author needs to cite a secondary source (e.g.: a review) to describe the content of a primary source (e.g.: an empirical article from a journal), he should ensure that it is correct and always indicate the original source of the information being reported.
11: The intentional inclusion of references of questionable relevance for the purpose of manipulating impact factors or increasing the likelihood of manuscript acceptance is an ethically unacceptable practice.
12: When it is necessary to use information from another source, the author must write in such a way that it is clear to readers which ideas are his and which are from the consulted sources.
13: The author has an ethical responsibility to report evidence that contradicts his or her point of view, whenever it exists. Furthermore, the evidence used to support his positions must be methodologically sound. When it is necessary to resort to studies that present methodological, statistical or other deficiencies, such as defects, must be clearly pointed out to the readers.
14: The author has an ethical obligation to report all aspects of the study that may be important for the independent reproducibility of his or her research.
15: Any alteration of the initial results obtained, such as the elimination of discrepancies or the use of alternative statistical methods, must be clearly described along with a rational justification for the use of such procedures.
16: The inclusion of authors in the manuscript must be discussed before starting the collaboration and should be based on already established guidelines, such as those from the International Committee of Medical Journal Editors.
17: Only people who have made a significant contribution to the work deserve authorship in a manuscript. Significant contribution means carrying out experiments, participating in the elaboration of experimental planning, analysis of results or elaboration of the body of the manuscript. Borrowing equipment, obtaining funding or general supervision alone do not justify the inclusion of new authors, who must be acknowledged.
18: Collaboration between faculty and students must follow the same criteria. Supervisors must take care not to include students with little or no contribution in the authorship or exclude those who have actually participated in the work. Ghost authorship in Science is ethically unacceptable.
19: All authors of a work are responsible for the veracity and suitability of the work, the first author and the corresponding author are fully responsible, and the other authors are responsible for their individual contributions.
20: Authors must be able to describe, when requested, their personal contribution to the work.
21: All research work must be conducted within ethical standards in its execution, whether with animals or humans.

Conflict of interest policy

The conflict of interest can be of a personal, commercial, political, academic or financial nature. Conflicts of interest can occur when authors, reviewers or editors have interests that may influence the preparation or evaluation of manuscripts. When submitting the manuscript, authors are responsible for acknowledging and disclosing financial or other conflicts that may have influenced the work. If there is, even if potentially, a conflict of interest, the author(s) must inform it in a specific document signed and attached to the submission platform.

The authors must identify in the manuscript all financial support obtained for the preparation of the work and further personal connections regarding its preparation. The reviewer must inform to the editors any conflict of interests that could influence the analysis of the manuscript and must declare himself unqualified to revise it.

For promotion of the integrity of researches, the strengthening and transparency of the process, every material published is in accordance with the Guidelines on Best Practices for Strengthening Ethics in Scientific Publishing and the Open Science Compliance Form

The Revista de Direito da Cidade adopts as a definition of misconduct the one used by “Office Research Integrity – ORI”, consisting of:

• Fabrication: invent data or results recording or reporting them.
• Falsification: manipulate research materials, equipment or processes, omit data or results such that the research is not accurately represented in the research record.
• Plagiarism: consists in the appropriation of ideas, process, results or words from someone else without giving the due credit.

The articles forwarded to evaluation will go through technical review for plagiarism analysis in the platform Plagius – Plagiarism Detector Software, version 2.8.4. The editorial team verify the data. In case of plagiarism, only a paragraph without the appropriate citation is enough for the return of the article to the author, indicating the issue. In case of self-plagiarism, the maximum allowed is 10% of the text for articles or 50% when is the result of a masters dissertation or doctoral thesis. Above this, the article is returned, with the indication of the issue, to the authors, who can make the necessary alterations and submit the article again to the Journal.

Cases of plagiarism reported to the Journal after publication will be analysed by the Editorial Committee and, if the complaint is confirmed, the article will be immediately removed from the Journal. Also, there can be applied penalties to the authors.

“Research Misconduct” does not include honest mistakes or different opinions, being the authors susceptible to the penalties stablished by the Editorial Council when detected actions regarding the concept here presented.

In case of Duplicate and Redundant Publication, Corrections and Retractions, the Revista de Direito da Cidade adopts the publication of the original material, that has not been published previously or that is being reviewed by other journals, even in different languages.

The articles submitted to the Revista de Direito da Cidade cannot be submitted to any other journal while is being evaluated by the Revista de Direito da Cidade. Duplicate Publication means the practice of submitting the same manuscript in more than one journal. Redundant Publication involves an inadequate division of the results of the study in more than one article, when detected, results in the rejection of the article or your retraction, being the authors susceptible to the penalties stablished by the Editorial Council.
In case of corrections and retractions, involving mistakes or flaws, independent of the nature or origin, that do not involve “publication misconduct”, these can be corrected through erratum. In case the manuscripts have been already published and the “publication misconduct” is identified, these will be subject to retraction through the explanation of the reasons, in which case the authors and co-authors must agree with the content.

As part of the submission process, authors are required to verify submission compliance with all items listed below. Submissions that do not comply with the rules will be returned to the authors.

The contribution fits the purpose of the journal, being the title, abstract, keywords, as well as the development of the article and its theoretical framework expressly aimed to the analysis of CITY LAW and not just a reference to MUNICIPAL LAW, PROPERTY, ENVIRONMENTAL LAW or other branches without the immediate and clear interface in such items with the city issue.

The author, or one of the co-authors, has the title of DOCTOR and the FULL METADATA OF THE USER SUBMISSION has been filled in with the following updated information under penalty of ARCHIVING: institution to which he or she is linked (department, unit, campus, city and name of the institution), link to the address of his or her curriculum lattes (if abroad, send the platform address where the curriculum is included), ORCID registration number and current city of the author, abstract (as below) and keywords.
The contribution is original and unpublished and is not being evaluated for publication by another journal; otherwise, it must be justified in "Comments to the Editor".

The files for submission are in Microsoft Word, OpenOffice or RTF format (as long as they do not exceed 2MB).

The text is configured for A4 paper, with a top margin of 3 cm, bottom and right margin of 2 cm and left margin of 2.5 cm; has space of 1.5; uses Calibri font size 11, with spacing before and after 6pt and between lines 1.5 line. Quotations must be 10.5pt in size and 4 cm indented; uses italics instead of underlining (except for URL addresses); figures and tables are inserted in the text, not at the end of the document, as attachments.

The text must contain: title, abstract (up to 200 words), 05 (five) keywords, introduction, body of the work with free development, conclusion, notes (optional) and bibliographic references. The title, abstract and keywords must be written in the submission language and in English.

The article abstract must contain the following items separately: objective, method, results and contributions.

URLs for references were provided when necessary.

The text follows the style standards and bibliographic requirements described in Guidelines for Authors, in the About the Journal section.

The identification of authorship of the work has been removed from the file and from the Document Properties option in Word, thus ensuring the confidentiality criterion of the journal, if submitted for peer review (E.g.: articles).
