Sustainable Human Development in the Semi-arid Region of Northeastern Brazil: from the constitutionalisation to the effectuation of social rights

This goal is demonstrate that the implementation of fundamental rights in its integrety can create the necessaries conditions to the ensemble of well-being in brazilian Society. As reference is taken into account the program ¨Bolsa Familia¨ as public policie aimed to reduce poverty and misery, focusing in Northeast semi-arid as a prime field of observation of its direct impact. Considering the history approach to identify problems which have a political-legal nature that induce state actions barriers striving for social equality. In conclusion, the sustainable growth depends of articulated realization of social rights.
