Indispensable components of new technologies regulatory matrix

Ubiquity of new technologies is evident, and regulation is always presented as a solution for all potential threats they can bring in domains like privacy, democracy, and even human autonomy. This paper aim is to identify components that should be considered in regulating new technologies. The hypothesis is that the decision related to who should regulate distinct aspects of the development and usage of new technologies should be grounded in the understanding of those mandatory components of a regulatory system. The paper is developed according to the critical dialectic method and bring a descriptive and prescriptive analysis. It concludes that regulation that disregards the indicated components will be inevitably ineffective.
