RESUMO A democratização na América Latina pode afirmar um novo paradigma de desenvolvimento para a região. Essa hipótese é considerada a partir da análise dos desafios econômicos externos e internos e das potencialidades econômicas da democratização. O maior desafio é transcender aquelas modalidades de organização econômica, social e política que deram origem ao autoritarismo e suas diversas modalidades. Analisam-se as potencialidades intermediárias e longínquas da democratização no circuito da inovação social, criatividade, gestão pública e integração regional, excluindo as concepções neoliberais no “Cone Sul” para sugerir novos caminhos e meios para o progresso.

ABSTRACT The democratization in Latin America can assert a new paradigm of development for the region. This hypothesis is considered from the analysis of both external and internal economic challenges, and from the democratization’s economic potentialities. The greatest challenge is transcending those modalities of economic, social and political organization, which originated the authoritarianism and its various modalities. The democratization’s intermediate and long-time potentialities are analysed in the circuit of social innovation, creativeness, public administration, and regional integration, excluding the neoliberal conceptions in “Cone Sul” in order to suggest new ways and means to progress.

RESUMO Partindo da constatação de que as crises políticas têm ocorrido tipicamente no Brasil ao mesmo tempo em que também ocorriam as crises econômicas, este artigo procura indagar as razões dessa coincidência. Nas duas primeiras seções, é desenvolvida uma análise teórica que apresenta algumas razões pelas quais as crises econômicas são propensas a gerar crises políticas. No restante do artigo, as ideias gerais apresentadas até aqui são aplicadas ao caso das duas crises econômicas e políticas mais recentes ocorridas no Brasil: a do início dos anos 1960 e a atual.

ABSTRACT Starting from the realization that political crises have typically occurred in Brazil at the same time in which economic crises were also taking place, this paper attempts to inquire into the reasons for this coincidence. In the first two sections, a theoretical analysis is developed which puts forward some reasons why economic crises are prone to generate political crises. In the rest of the paper, the general ideas so far presented are applied to the case of the two more recent economic and political crises that occurred in Brazil: that of the early l960’s and the present one.

RESUMO Um plano de combate à inflação, especialmente a inflação galopante, é apresentado neste trabalho através de um método simples que, combinando a política de renda e uma restrição muito moderada da demanda, consiste na introdução de uma nova moeda ou no preço -estável “moeda secundária”. Após a sua introdução, os preços e as receitas principais devem ser congelados. Segundo o autor, o sucesso desse plano, para qualquer país, dependerá da obediência a requisitos importantes sobre seu déficit orçamentário e déficit em conta corrente.

ABSTRACT A plan to combat inflation, specially the galloping inflation, is stated in this paper through a simples method which, using a combination of the income policy and a very moderate restriction of demand, consists of the introduction of a new currency or the price-stable “secondary currency”. After its introduction, the prices and the principal incomes should be frozen. According to the author, the success of this plan, for any country, will depend on the obedience to important requirements about its budgetary deficit and current account deficit.

RESUMO Este artigo apresenta evidências de que a produção de algumas culturas alimentares básicas no Brasil é caracterizada por características técnicas e sociais singulares em relação a outras culturas alimentares e de exportação. Após propor uma análise dessa estrutura diferenciada de produção, o artigo passa a argumentar que as singularidades dessa produção de alimentos têm como consequência: 1) tornar a participação do custo do trabalho no custo unitário total maior na produção dessas culturas alimentares; e 2) produzindo um impacto negativo do crescimento econômico sobre a oferta de alimentos, devido à melhoria das oportunidades de emprego nos mercados de trabalho urbano e rural. Uma implicação desta análise é a atribuição de menor ênfase na inter-relação alimentos/culturas de exportação dentro da agricultura, em favor de uma maior ênfase na inter-relação produção de alimentos/condições gerais do mercado de trabalho.

ABSTRACT This paper presents evidence that the production of some basic food crops in Brazil is characterized by singular technical and social features vis-à-vis other food and export crops. After proposing an analysis of this differentiated production structure, the paper goes on to argue that these food production’s singularities have the consequences of: 1) making the share of labor cost in total unit cost higher in the production of these food crops; and 2) producing a negative impact of economic growth upon food supply, due to the improved employment opportunities in the urban and rural labour markets. An implication of this analysis is the attribution of lesser emphasis on the inter-relationship food/export crops within agriculture, in favor of a greater emphasis on the inter-relationship of food production/overall labor market conditions.

RESUMO O artigo avalia a natureza socioeconômica da seca de 1979/80 no Nordeste a partir de levantamento realizado pela Fundação Joaquim Nabuco. Pretende mostrar a essência das dificuldades que a seca traz à população de suas vítimas oficiais - os inscritos no Programa Emergencial coordenado pela SUDENE, cuja amostra foi entrevistada. Uma conclusão do estudo revela que os efeitos de uma seca são mais intensos quanto mais pobres são os estratos sociais afetados. Outra conclusão indica que a produção de culturas de subsistência dos refugiados oficiais teve um declínio de cerca de 70 por cento em 1978/80.

ABSTRACT The paper assesses the socio-economic nature of the 1979/80 drought in the Northeast on the basis of a survey conducted by the Joaquim Nabuco Foundation. It purports to show the essence of the difficulties that drought brings to the population of its official victims - those enrolled in the Emergency Program coordinated by SUDENE, a sample of which was interviewed. A conclusion of the study reveals that the effects of a drought are more intense, the poorer the affected social strata. Another conclusion indicates that the official refugees’ production of subsistence crops had a decline of around 70 percent in 1978/80.

RESUMO A migração interna é um fenômeno com graves consequências sociais, principalmente nos países em desenvolvimento. Entre as questões demográficas da baixa população em algumas áreas à superpopulação em outras à emergência de empregos de baixa qualidade, torna-se relevante entender como isso se enquadra na pesquisa de desenvolvimento econômico e tentar entender também suas causas. A análise enfatiza a questão das defasagens nos reajustes de preços e a contribuição da conversão de preços aos valores médios do período para a estabilidade da nova moeda; a questão da sincronização de salários e aumentos de preços; e a utilização de tabelas de conversão. Por fim, a taxa de juros e sua relação com o nível de atividade econômica.

ABSTRACT The application of the so-called “heterodox shock “ anti-inflation policy in Argentina provoked several discussions about the similarities and differences between Brazilian and Argentine inflation, and the possibility of its application in Brazil. This article attempts to examine some of these questions. The analysis emphasizes the question of the lags in the readjustments of the prices and the contribution of the conversion of prices to the average values of the period for the stability of the new currency; the question of the synchronization of wages and prices increases; and the utilization of conversion tables. Finally, the rate of interest and its relation with the level of economic activity.
