Open-access Dynamic Managerial Capabilities and cluster governance: The case of Porto Digital

Capacidades Gerenciais Dinâmicas e governança de cluster: O caso do Porto Digital

Purpose:  This article aims to understand how Dynamic Managerial Capability mobilization affects Porto Digital’s governance and the relationship between companies, the government, and universities.

Originality/value:  This research has a singular attribute: it has a characteristic potential in advanced strategic perspectives, Dynamic Managerial Capabilities, and cluster governance. It contributes to understanding the role of governance in clusters in promoting social, economic, and educational development and stimulating public policies through partnerships with the State and universities.

Design/methodology/approach:  The study is exploratory and qualitative and is characterized as a unique case. Data were obtained through interviews and document analysis, and content analysis techniques were adopted.

Findings:  Mobilizing Dynamic Managerial Capabilities enhances the governance of the internal and external relationships cluster. The governance structure is aligned with the Triple Helix model. Porto Digital Core Management dynamically combines and integrates internal and external resources to adapt to market needs and foster Porto Digital’s innovation and growth strategies.

Research, practical, and social implications:  Understanding the role of governance in clusters facilitates the advancement of social, economic, and educational domains. Its interconnectedness with the Triple Helix model fosters the promotion of public policies through collaborative partnerships involving the government and universities.
