Article Analysis of Sustainable Business Models in the Brazilian Industrial Sector: Proposal of a Framework Araujo, Andreza Rodrigues de Kneipp, Jordana Marques Pontelli, Greice Eccel Minuzzi, Rafael Crivellaro Abstract in Portuguese: Resumo Apesar das inúmeras discussões na literatura sobre a integração de Modelos de Negócios Sustentáveis (MNS) nas empresas, particularmente no setor industrial, ainda há uma falta de um modelo unificado e aplicável para esses negócios. Portanto, para abordar essa lacuna, esta pesquisa tem como objetivo propor uma estrutura para o desenvolvimento de MNS no contexto do setor industrial brasileiro. Este estudo analisou práticas sustentáveis no setor industrial brasileiro com base numa amostra de 75 empresas industriais. O questionário utilizado consistia numa escala Likert de 5 pontos, e a sua estrutura foi desenvolvida em torno de arquétipos. Para a análise dos dados, foram empregadas a análise fatorial exploratória (AFE) e a análise fatorial confirmatória (AFC). Com base nessas análises, foi desenvolvido um modelo teórico composto por quatro fatores: Fator 1 – Relação com as partes interessadas; Fator 2 – Produção e consumo sustentáveis; Fator 3 – Minimização e reciclagem do uso de recursos; e Fator 4 – Criação de valor. A análise fatorial confirmatória mostrou que todos os indicadores têm coeficientes significativos (p < 0,001) e valores Z elevados, sugerindo que os dados se encaixam na estrutura teórica. Assim, o modelo proposto é válido e os fatores latentes são bem representados pelos indicadores. Esta pesquisa apresenta novas perspectivas sobre a aplicação do desenvolvimento do Modelo de Negócio Sustentável (MNS) no contexto da indústria brasileira, abordando a lacuna identificada. Como resultado, o estudo contribui para enriquecer o conhecimento científico e fortalece a aplicação prática desses modelos de negócios.Abstract in English: Abstract Despite the numerous discussions in the literature about the integration of Sustainable Business Models (SBMs) in companies, particularly in the industrial sector, there is still a lack of a unified and applicable model for these businesses. Therefore, to address this gap, this research aims to propose a framework for the development of SBMS within the context of the Brazilian industrial sector. This study analyzed sustainable practices in the Brazilian industrial sector based on a sample of 75 industrial companies. The questionnaire used consisted of a 5-point Likert scale, and its structure was developed around archetypes. For data analysis, exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) were employed. Based on these analyses, a theoretical model was developed consisting of four factors: Factor 1 – Stakeholder Relationship; Factor 2 – Sustainable Production and Consumption; Factor 3 – Minimizing and Recycling Resource Use; and Factor 4 – Value Creation. The confirmatory factor analysis showed that all indicators have significant coefficients (p < 0.001) and high Z-values, suggesting that the data fit the theoretical structure. Thus, the proposed model is valid, and the latent factors are well represented by the indicators. This research presents new perspectives on the application of Sustainable Business Model (SBMS) development in the context of the Brazilian industry, addressing the identified gap. As a result, the study contributes to enriching scientific knowledge and strengthens the the practical application of these business models. |

Article Cartographies of Difference: from the Invention to the Reinvention of Disability Bezerra, Sérgio Sampaio Saraiva, Luiz Alex Silva Abstract in Portuguese: Resumo Partindo das contribuições de Foucault, Deleuze e Guattari, este ensaio teórico explora a deficiência como uma construção social atravessada por dinâmicas de poder no capitalismo, problematizando hierarquias binárias que estruturam as relações sociais, como a oposição entre normalidade e anormalidade. Ao questionar a patologização das diferenças corporais e o capacitismo, sustentamos a necessidade de valorização da diferença enquanto categoria relacional e social. Para tanto, examinamos os principais modelos teóricos de deficiência (biomédico, biopsicossocial, diversidade funcional, social e Teoria Crip), evidenciando como permanecem atrelados a estruturas de poder que buscam normatizar e controlar corpos. A partir do conceito de rizoma de Deleuze e Guattari, propomos compreender a deficiência como fenômeno múltiplo, fluido e interconectado, em constante processo de invenção e reinvenção. O ensaio contribui ao campo dos estudos organizacionais ao articular crítica pós-estruturalista e estudos da deficiência, mapeando cartograficamente como discursos e práticas organizacionais produzem e regulam a diferença, e indicando possibilidades de resistência e novas formas de convivência.Abstract in English: Abstract Drawing on the contributions of Foucault, Deleuze, and Guattari, this theoretical essay examines disability as a social construct traversed by power relations within capitalism, problematizing the binary hierarchies that organize social relations, such as the opposition between normality and abnormality. By interrogating the pathologization of bodily differences and the operation of ableism, we argue for the need to affirm difference as a relational and social category. To this end, we analyze the principal theoretical models of disability (biomedical, biopsychosocial, functional diversity, social, and Crip Theory), demonstrating how they remain entangled with power structures that seek to normalize and regulate bodies. Drawing on Deleuze and Guattari’s concept of the rhizome, we propose understanding disability as a multiple, fluid, and interconnected phenomenon, engaged in an ongoing process of invention and reinvention. The essay contributes to the field of organizational studies by articulating post-structuralist critique with disability studies, mapping how organizational discourses and practices produce and govern difference and indicating possibilities for resistance and alternative forms of coexistence. |

Article Cross-Cutting Nature of Public Policies for Women: Perceptions of Women in the Executive, Legislative and Judiciary Branches Souza, Érica Cristina Pereira Lima de Santos, Carolina Maria Mota Carvalho Neto, Antônio Moreira de Diniz, Daniela Martins Abstract in Portuguese: Resumo Apesar dos avanços em matéria de igualdade de gênero, ainda são raros os estudos que exploram a percepção de mulheres em posições de comando na política brasileira sobre a possibilidade de transversalidade na criação de políticas públicas voltadas para mulheres. Este estudo buscou analisar a percepção de mulheres em posições de comando no Executivo, Legislativo e Judiciário Brasileiros sobre a possibilidade de transversalidade na construção e implementação de políticas públicas voltadas para mulheres. Para tanto, 18 mulheres do Executivo, Legislativo e Judiciário Brasileiros foram entrevistadas em um estudo de natureza qualitativa. Os dados revelam uma dificuldade de entendimento do termo “transversalidade” por todas as entrevistadas. Os achados evidenciam que as mulheres do Executivo e Legislativo consideram políticas públicas transversais aquelas que perpassam as três instâncias governamentais: federal, estadual e municipal. Por isso, acreditam que já existem algumas políticas transversais, embora ressaltem que precisam de significativas melhorias. Já as que atuam no Judiciário consideram que não existem políticas transversais, porque a esfera de poder à qual pertencem não é contemplada no planejamento das ações. Este trabalho evidenciou fragilidades que parecem ser cruciais, como os vários entendimentos sobre o termo e a transversalidade como um elemento mais teórico do que prático. Viu-se também que pode ser desafiador criar políticas transversais pensando nos três poderes. Nesse sentido, a disputa por poder passa a ser um dificultador. O que se mostrou efetivo nessa luta foram os atos de resistência das mulheres que alcançaram cargos de comando.Abstract in English: Abstract Despite advances in gender equality, studies that explore the perceptions of women in leadership positions in Brazilian politics regarding the possibility of mainstreaming in the creation of public policies aimed at women remainrare. This study sought to analyze the perceptions of women in leadership positions in the Brazilian Executive, Legislative, and Judiciary branches regarding the possibility of mainstreaming in the development and implementation of public policies aimed at women. To this end, 18 women from the Brazilian Executive, Legislative, and Judiciary branches were interviewed in a qualitative study. The data reveal that all interviewees had difficulty understanding the term “transversality.” The findings show that women in the Executive and Legislative branches consider transversal public policies to be those that cut across the three levels of government: federal, state, and municipal. Therefore, they believe that some transversal policies already exist, although they emphasize that they need significant improvements. Those who work in the Judiciary branch consider that there are no transversal policie because the sphere of power to which they belong is not considered in the planning of actions. This study highlighted weaknesses that seem to be crucial, such as the various understandings of the term and transversality as a more theoretical than practical element. It was also found that it can be challenging to create transversal policies considering the three branches of government. In this sense, the struggle for power becomes a hindrance. What proved effective in this struggle were the acts of resistance of women who reached leadership positions. |

Article Teleworking Teams Management: a Study Between Public Organizations in Brazil and Portugal Thiago, Fernando Gonçalves, Sónia Marisa Pedroso Abstract in Portuguese: Resumo A pandemia da COVID-19 acelerou a adoção do teletrabalho em organizações públicas em todo o mundo, criando novos desafios para a gestão de equipes e adaptação organizacional. Este estudo comparativo analisa as mudanças nas práticas de gestão de equipes implementadas por organizações públicas no Brasil e em Portugal para a adoção do teletrabalho, examinando políticas, práticas e modificações estruturais. Os dados foram coletados por meio de entrevistas semiestruturadas com 34 gestores públicos (13 brasileiros e 21 portugueses) com experiência em teletrabalho. As análises foram realizadas utilizando técnicas de análise temática, identificando códigos e subcódigos relacionados a políticas de teletrabalho, características organizacionais e estratégias de gestão. Os resultados revelaram percepções convergentes entre gestores brasileiros e portugueses quanto aos benefícios do teletrabalho, incluindo modernização organizacional, melhorias na saúde, redução de custos e preferência por modelos de trabalho híbrido. Ambos os grupos relataram aumento do desempenho dos trabalhadores e qualidade de vida, apesar de enfrentarem desafios na comunicação e na adaptação de atividades ao formato remoto. Gestores brasileiros enfatizaram ajustes em capacitação, recrutamento e sistemas de avaliação de desempenho, enquanto gestores portugueses focaram em ajustes de jornada e teletrabalho como estratégia de retenção de servidores. As contribuições teóricas do estudo incluem percepções sobre arranjos de trabalho presencial intencional e a importância da confiança dos líderes nas equipes como fator crítico de sucesso para a implementação do teletrabalho. A pesquisa fornece evidências empíricas sobre práticas comparativas de gestão de teletrabalho na administração pública, oferecendo implicações práticas para o desenvolvimento de políticas e gestão de mudanças organizacionais em contextos culturais e institucionais similares.Abstract in English: Abstract The COVID-19 pandemic accelerated the adoption of telework in public organizations worldwide, creating new challenges for team management and organizational adaptation. This comparative study analyzes the changes in team management practices implemented by public organizations in Brazil and Portugal for telework adoption, examining policies, practices, and structural modifications. Data were collected through semi-structured interviews with 34 public managers (13 Brazilian and 21 Portuguese) with experience in telework. The analyses were performed using thematic analysis techniques, identifying codes and subcodes related to telework policies, organizational characteristics, and management strategies. The results revealed convergent perceptions between Brazilian and Portuguese managers regarding the benefits of telework, including organizational modernization, health improvements, cost reduction, and a preference for hybrid work models. Both groups reported enhanced worker performance and quality of life, despite facing challenges in communication and in adapting activities to remote formats. Brazilian managers emphasized adjustments in training, recruitment, and performance evaluation systems, while Portuguese managers focused on schedule adjustments and telework as an employee retention strategy. The study's theoretical contributions include insights into purposeful in-person work arrangements and the importance of leaders' trust in teams as a critical success factor for telework implementation. The research provides empirical evidence on comparative telework management practices in public administration, offering practical implications for policy development and organizational change management in similar cultural and institutional contexts. |

Article Participatory Budgeting: a Meta-synthesis of Qualitative Case Studies Carmo, Gisleine do Brito, Mozar Jose de Felizardo, Luiz Flávio Rezende, Vânia Aparecida Abstract in Portuguese: Resumo Este artigo apresenta uma metassíntese de estudos de caso qualitativos sobre Orçamento Participativo (OP), uma ferramenta democrática que permite aos cidadãos se envolverem na tomada de decisões orçamentárias locais. Com base em uma revisão sistemática de 15 artigos, este estudo examina como o OP tem sido conceituado e implementado em diferentes países, identificando os referenciais teóricos empregados. A análise destaca a diversidade de contextos em que o OP é praticado, variando de países pós-soviéticos a democracias ocidentais. Ao enfatizar a participação cidadã como elemento central, os estudos revelam diferentes abordagens teóricas, incluindo governança, governo local, desenvolvimento, democracia participativa e institucionalização. A revisão identifica preocupações relacionadas à captura por elites, à participação limitada e ao desafio de alcançar uma institucionalização sustentável. Ao sintetizar a literatura existente, este artigo oferece uma definição abrangente de OP, enfatizando seu caráter contínuo, a tomada de decisão coletiva, o controle social e o alinhamento com os princípios da boa governança. O estudo destaca a importância da democracia deliberativa como um modelo viável para o OP, reconhecendo seu potencial para promover inclusão e consenso fundamentado. Essa metassíntese constitui um recurso valioso para pesquisadores e formuladores de políticas públicas, ao oferecer uma compreensão aprofundada da implementação global do OP. Além disso, identifica lacunas importantes na literatura, sugerindo direções para pesquisas futuras que fortaleçam a base teórica do OP e orientem sua implementação bem-sucedida em diferentes contextos.Abstract in English: Abstract This article presents a meta-synthesis of qualitative case studies on Participatory Budgeting (PB), a democratic tool that enables citizens to engage in local budgetary decision-making. Based on a systematic review of 15 articles, this study examines how PB has been conceptualized and implemented across different countries, identifying the theoretical frameworks employed. The analysis highlights the diversity of contexts where PB is practiced, ranging from post-Soviet countries to Western democracies. While emphasizing citizen participation as a core element, the studies reveal different theoretical approaches, including governance, local government, development, participatory democracy, and institutionalization. This study critically examines PB's success factors and limitations, revealing that its effectiveness is contingent upon context, democratic traditions, and institutional structures. The review identifies concerns regarding elite capture, limited participation, and the challenge of achieving sustainable institutionalization. By synthesizing the existing literature, this article offers a comprehensive definition of PB,emphasizing its ongoing nature, collective decision-making, social oversight, and alignment with good governance principles. The study emphasizes the importance of deliberative democracy as a viable model for PB, recognizing its potential for inclusivity and reasoned consensus. This meta-synthesis provides a valuable resource for scholars and policymakers, offering a nuanced understanding of PB’s global implementation. It identifies key gaps in the literature, suggesting future research directions to strengthen PB’s theoretical foundation and guide its successful implementation in various contexts. |

Article Intersections or Parallel Paths? An Analysis of Youth and Racial Equality Policies in Rio Grande do Norte, Brazil (2006–2022) Marcondes, Mariana Mazzini Silva, Heloise Stefani Nascimento da Silva, Jenair Alves da Abstract in Portuguese: Resumo Transversalidade, intersetorialidade e interseccionalidade são abordagens que vêm ganhando relevância nos estudos e nas experiências de políticas públicas. Contudo, ainda são necessários esforços para o desenvolvimento sistemático das três abordagens, subsidiando teorias e práticas. Neste contexto, o propósito deste artigo é investigar o desenho e a trajetória das políticas de igualdade racial e de juventude (2006 - 2022) no Rio Grande do Norte (RN), em face do contexto nacional. Para isso, mobilizamos as abordagens da intersetorialidade, transversalidade e interseccionalidade, que ancoram uma análise qualitativa de documentos oficiais (ex.: atos normativos, Planos Plurianuais [PPAs] etc.), complementada por quatro entrevistas. Ao longo da trajetória, as abordagens intersetoriais e transversais estiveram presente nas políticas de juventude e igualdade racial no RN, ainda que com ênfases e concepções distintas, variando conforme a conjuntura política. Entretanto, apenas evidenciamos “traços” de interseccionalidade, o que nos permite concluir que as políticas de igualdade racial e de juventude seguiram, no RN, por vias paralelas que se tocaram apenas pontualmente. O trabalho contribui para, a partir da análise empírica de experiência subnacional, adensar teoricamente as categorias da interseccionalidade, transversalidade e intersetorialidade, considerando suas articulações. Além disso, seus resultados permitem refletir sobre práticas e estratégias para garantir sustentabilidade de políticas como as de juventude e igualdade racial em contextos adversos, com risco de desmonte.Abstract in English: Abstract Mainstreaming, intersectorality, and intersectionality are approaches that have gained increasing prominence in both public policy research and policy practice. Nevertheless, further efforts are required to systematically develop these approaches, thereby strengthening both theoretical and practical contributions. In this context, this article researches the design and trajectory of racial equality and youth policies in the state of Rio Grande do Norte (RN), Brazil, between 2006 and 2022, in light of the broader national context. To this end, the study draws upon the concepts of intersectorality, mainstreaming, and intersectionality as the analytical framework for a qualitative analysis of official documents (e.g., legal and regulatory acts, Multiannual Plans [PPAs], and related policy instruments), complemented by four semi-structured interviews. Throughout the trajectory examined, intersectoral and mainstreaming approaches were present in both youth and racial equality policies in Rio Grande do Norte, albeit with distinct emphases and conceptualizations that varied according to the prevailing political context. However, this study identified only “traces” of intersectionality, leading to the conclusion that racial equality and youth policies in the state were largely developed along parallel paths that intersected only sporadically. Drawing on an empirical analysis of a subnational experience, this study contributes to the theoretical refinement of the concepts of intersectionality, mainstreaming, and intersectorality by examining their interrelationships. Furthermore, the findings offer insights into practices and strategies that may enhance the sustainability of youth and racial equality policies in adverse political contexts marked by risks of policy dismantling. |
