As atuais características do federalismo no Brasil e suas mudanças recentes são analisadas tendo em vista discernir tendências dominantes. Fortes tensões são identificadas em vários níveis, em especial (a) entre os compromissos do Estado nacional com políticas de redução das desigualdades sociais e regionais assumidos na redemocratização e as exigências da política econômica por ele adotada; (b) entre a descentralização de políticas e as limitações de recursos por efeito das desigualdades regionais; (c)entre a ênfase federal nas unidades subnacionais e a tendência à recentralização das políticas.

Abstract in English:

Present features of Federalism in Brazil together with recent changes are analyzed in search of dominant tendencies. Strong tensions are identified on several levels, specially (a) between the commitment regarding policies directed toward the reduction of social and regional inequalities taken by the national State during re-democratization and the exigencies of the economic policy which it adopted; (b) between the decentralization of policies and the limitation of resources as an effect of regional inequalities; (c) between the federal emphasis on the sub-national unities and the drive towards a recentralization of policies.

O princípio da descentralização está presente tanto na organização federativa do Estado nacional quanto nas diretrizes básicas do sistema de saúde no Brasil. Como ele se apresenta apresenta em cada uma dessas dimensões e como ambas se articulam entre si? Com base no exame dessa questão a autora analisa o Sistema Único de Saúde - SUS no seu contexto político-institucional e no seu funcionamento. Categorias básicas da sua análise são interdependência e autonomia.

Abstract in English:

The decentralization principle is found both in the federative organization of the national State and in the basic directions of the health system in Brazil. How does it present itself in each of these dimensions and how are they connected? On the basis of an examination of this question the author analyses the Brazilian national Unitary Health System (Sistema Único de Saúde - SUS) taking account of its politico-institutional context and of its functioning. Basic categories of her analysis are interdependence and autonomy.

A incorporação da dimensão espacial na análise de políticas de saúde, com todas as suas conseqüências práticas, vem assumindo crescente importância, sustenta a autora com base num amplo levantamento de fontes na literatura especializada. Há um avanço real na passagem da atenção ao território para a atenção ao espaço, com suas tensões internas. A ênfase na heterogeneidade do espaço urbano permite dirigir-se de maneira mais informada e rigorosa para as questões centrais da justiça e da cidadania.

The incorporation of the spatial dimension in the analysis of health policies, with all its practical consequences, shows a growing importance, holds the author on the basis of a wide survey of sources in the specialized literature. There is a real advance in the passage from the attention to territory to the attention to space, with its internal tensions. The emphasis on the heterogeneity of urban space allows addressing in a more informed and rigorous way the central questions of justice and citizenship.

Com base em um estudo de caso do governo do Estado de São Paulo no período 1995-2000 examinam-se as formas de manifestação do problema da corrupção e as medidas legais e institucionais adotadas por esse governo para controlá-lo. Especial atenção é dada à questão do fortalecimento dos controles internos do aparato estatal.

On the basis of a case study of the administration of the State government of São Paulo between 1995 and 2000 the ways in which the problem of corruption makes itself felt and the legal and institutional measures taken to put it under control are examined. Special attention is given to the question of the internal controls of the State apparatus.

Como assegurar a qualidade da política nacional de comércio exterior pelo incremento concomitante (1) da eficiente delegação pelo Legislativo ao Executivo de poderes para estabelecê-la e implementá-la, e (2) do pleno funcionamento dos freios e contrapesos que permitem o controle do Executivo em sistemas presidencialistas? O desenho institucional brasileiro é insuficiente em ambas essas dimensões no que concerne à política de comércio exterior, argumentam os autores. Faz-se necessário um desenho alternativo, que dê conta das exigências constitucionais democráticas sem perda de eficiência nas decisões restritas ao Executivo.

How to assure the quality of a foreign commerce policy through the concomitant increment (I) of the efficient delegation from the Legislative to the Executive of powers for establishing and implementing it and (2) of the full operation of the checks and balances which allow for the control of the Executive in Presidential systems? The Brazilian institutional design is lacking on both these dimensions in what concerns the foreign commerce policy, argue the authors. An alternate design is needed, one that takes into account the constitutional democratic demands without loss of efficiency in the decisions belonging to the Executive.

Sem freios, o comércio internacional atropela as preocupações com o meio ambiente, e o poder dos organismos e das regulamentações estritamente internas ao comércio (e portanto refratárias a controles externos) só faz crescer. Mantida essa situação, a ameaça consiste na perpetuação (ou destruição) de um mundo financeiramente total, economicamente global e ecologicamente letal.

Abstract in English:

Free of restrictions, foreign commerce goes over all concerns about the environment, and the power of international organisms and rules strictly internal to commerce (and thus not responsive to external controls) only grows. If this situation is not changed the threat consists of perpetuation (or destruction) of a world that is financially total, economically global, and ecologically lethal.

De que fontes retira o capitalismo moderno a energia para constituir-se e desenvolver-se? A resposta de Weber é mais lembrada do que a de Sombart, que mergulhou num esquecimento quase total. Mas o exame do contraste entre ambos esses mestres da fase heróica da Sociologia alemã no século XX fornece elementos preciosos para entender melhor não só o seu objeto de estudo como também a potência e os limites da análise sociológica que propunham, por ângulos opostos, o ''hedonista" Sombart e o "ascético" Weber.

From which sources does modern capitalism get the energy for constituting and developing itself? Weber's answer is more readily remembered than Sombart's, which plunged into almost total oblivion. But an examination of the contrast between these two masters of the heroic phase of German Sociology in the 20th century gives precious elements for understanding not only the subject of study but also the power and the limits of the sociological analysis which was proposed from opposed angles by the "hedonist" Sombart and the "ascetic" Max Weber.
