Os problemas e as dificuldades ligadas à reforma do Estado no Brasil são examinados por um ângulo pouco explorado na bibliografia: o do legado político-institucional da antiga ordem. O principal alvo das críticas são as visões reducionistas, incapazes de dar conta da complexidade do seu objeto e de atribuir o crédito devido à sua dimensão propriamente política.

The problems and difficulties concerning the reform of the state in Brazil are examined from a viewpoint scarcely found in the bibliography: that of the politico-institutional legacy of the old order. The main target of criticism are the reductionist views, which are unable to perceive the complexity of their object and to give due credit to its specifically political dimension.

Examina-se a fundamentação da reforma do Estado em quatro dimensões: delimitação da abrangência institucional e redução do tamanho do Estado; demarcação do papel regulador do Estado; aumento da capacidade de governança; e aumento da governabilidade. Argumenta-se que a reestruturação em curso, nessas quatro dimensões, tem por objetivo recuperar a capacidade do Estado de promover o desenvolvimento.

Abstract in English:

The foundations of the state reform are examined in four dimensions: the demarcation of the institutional scope of the state and the reduction of its size; the definition of the regulating role of the state; the growth of governance; and the growth of governability. It is argued that the ongoing reestruturation aims at regaining the power of the state for promoting development.

The political dynamics of market oriented reforms in Brazil and Argentina are characterized by a dilemma which is put into evidence by the reelection amends in both countries, between maintaining the stability of constitutional rules (and risking the reformist coalition) and maintaining the stability of the reformist coalition (with risks to the institutional rules).

Polemizando com a análise de Guillermo O'Donnell, centrada na idéia da democracia delegativa, o autor sustenta que o estilo político de Carlos Menem não tem caráter populista mas deve ser visto como um fenômeno político novo, ligado à situação de emergência econômica na Argentina a partir do final do governo Alfonsín.

Against Guillermo O'Donnells well-known analysis centered on the idea of a delegative democracy the author holds that the political style of Carlos Menem is to be seen in its novelty rather than as an outcome of Argentine's populist tradition. Menem's style should be understood as an answer to the economic crisis at the end of Alfonsinas presidential rule.
