Em entrevista com o sociólogo Brasilio Sallum Jr. o presidente Fernando Henrique Cardoso discute aspectos centrais do seu governo, com destaque para questões relativas à política econômica e à integração latino-americana. As conseqüências políticas e culturais da crescente diferenciação da sociedade brasileira e dos seus modos de inserção no campo internacional também são discutidas.

In an interview with sociologist Brasilio Sallum Jr., President Fernando Henrique Cardoso discusses central features of his Administration, mainly concerning points of economic policy and of Latino-american integration. Also are discussed the political and cultural consequences of the country's growing social differentiation and of its modes of inclusion in the international field.

A política brasileira tem se caracterizado, nos anos que se seguiram ao fim do regime militar, pela constitucionalização da agenda governamental. Obrigados a formar amplas coalizões que ultrapassam a necessidade corriqueira de maioria absoluta no Congresso, os chefes do Executivo enfrentam dificuldades maiores do que aquelas que normalmente caracterizam os sistemas presidencialistas. Além de um sistema político consociativo, o Brasil tem se defrontado com uma agenda ultraconsociativa.

One of the main features of Brazilian politics in the years following the end of the military regime has been the constitutionalization of the governmental agenda. Forced to form wide coalizations which overstep the routine demand of absolute majority, the chiefs of the Executive branch face greater difficulties than those which normally characterize presidentialist systems. Besides a consociative political system Brazil has been facing an ultraconsociative agenda.

One of the most important intelectuais of the PSDB reflects, from the condition of a party member and of a Secretary in the present Administration, on the tasks which a party defining itself as social-democratic at this end of the century has to face.

Objetiva-se identificar as condições que tornem possível converter a conceituação e prática dos direitos humanos de um "localismo globalizado" num projeto emancipatório e cosmopolita. Argumenta-se que essa é uma questão que só pode ser adequadamente enfrentada da ótica da "hermenêutica diatópica" proposta neste artigo.

The aim is to identify the conditions which allow the turning of the conceptualization and practice of human rights from a " globalized localism " into an emancipatory and cosmopolitan project. The point is that this question can be adequately faced only from the angle of a"¹dyatoptic hermeneutic' such as proposed in this article.

Como podemos conceber a validade e o alcance universal de princípios liberal-igualitários de justiça? O artigo propõe uma resposta de espírito rawlsiano para essa questão. Argumenta-se que esses princípios podem ser justificados a todos porque somente eles podem fornecer os termos de um acordo razoável entre pessoas que divergem sobre qual é a melhor forma de vida.

How can we conceive the validity and the universal scope of liberal-equalitarian principles of justice? An answer in a rawlsian vein is proposed for this question. It is argued that these principles can be justified for all and sundry because only they are able do provide the terms of a reasonable agreement between persons which diverge on which is the best form of life.

Apontam-se elementos de alteração no padrão do associativismo latino-americano e na auto-percepção dos participantes das associações civis. A partir dessa análise, sugere-se um modelo institucional que permitiria potencializar a contribuição desse novo associativismo para a democratização de práticas políticas que se geraram à sombra da debilidade histórica do associativismo civil.

Elements of change are pointed out in the pattern of Latin-american associativism and in the self-percetion of the participants in civil associations. Following this analysis an institutional model for this new associativism is sugested, regarding the contribution it could give to the democratization of political practices which developed on the shadow of the historical weakness of civil associativism.

O artigo discute a idéia de que os cidadãos mais autoritários são também os mais apáticos, o que ofereceria certa estabilidade às instituições democráticas. Argumenta-se que essa suposição é falsa. Com base em pesquisas de opinião pública realizadas em cinco países, demonstra-se que os mais autoritários, pelo menos no que se refere às formas mais diretas e radicais de participação, são tão participativos quanto os demais.

According to this article the idea that the most authoritarian citizens are also the most apathetic and that this assures a certain stability for the democratic institutions, is mistaken. On the basis of public opinion surveys in five countries it is shown that the most authoritarian, at least regarding the most direct and radical forms of participation, are as much participative as the others.
