Open-access The conflict arising from environmental licensing: the scenario of small hydropower plants in Paraná

The study aims at the dynamics of the controversy surrounding the environmental licensing of small hydroelectric plants (PCHs) in Paraná. It is characterized as qualitative, based on case studies - with information from studies of the Environmental Institute of Paraná, the National Electric Energy Agency and the local media. In short, the problem is not about the capacity of licensing, but about the incapacity to manage it, that is, about its managers; And that the identification of the institutional arrangement demonstrates the possibilities of improvement of the instrument.
