Open-access Evaluation policies in the Autonomous City of Buenos Aires: experiences and institutional development over the last decades

This article analyses public policies aimed at the evaluation of the education system in the Autonomous City of Buenos Aires. It focuses on the process of creating the current evaluation system and the consolidation of the supervisory role of the Ministry of Education of the City of Buenos Aires. The historical background of these initiatives and their articulation with the measures and programmes implemented at the national level are discussed. It also highlights the widespread and systematic adoption of performance programmes focused on the measurement of results, considered as privileged mechanisms for the generation of management information and, therefore, for the regulation of pedagogical processes. Guided by the principles of accountability, these latter initiatives have acquired centrality and specificity within a broader local scenario of modernization and optimization of bureaucratic governance structures. The research combines semi-structured interviews and documentary analysis.
