Open-access Para onde vai o Ensino Médio? Uma análise dos marcos legais e normativos de 2017 e 2024

The results of high school assessments from 1997 to 2017 presented a concerning scenario in terms of learning, in addition to a high dropout rate among students at this stage of basic education in Brazil. Many of these results could be attributed to a rigid, fragmented, and superficial curriculum, entirely focused on preparing students for higher education entrance exams, even though 80% of young people aged 18 to 24 did not pursue a university path. To address these distortions, Law n.13.415/2017 introduced a new proposal for organizing Brazilian high school education, incorporating competency development, interdisciplinarity, curriculum flexibility, greater integration with professional education, and full-time schooling, aligning Brazilian high school education with international trends. However, before the implementation cycle of the 2017 reform was completed, the Ministry of Education (MEC) proposed in 2023 a modification to the main aspects of Law n.13.415/2017, which resulted in Law n.14.495/2024. This article will discuss the principles of the high school reform proposed in 2017 and the main impacts of the law approved in 2024 on the structure of this stage of basic education in Brazil.
